About this file
This is a Caltrans Local Assistance Procedures Manual consultant evaluation form used by San Mateo County Department of Public Works for selecting consulting services to develop a Transportation Infrastructure Adaptation and Resilience Improvement Plan. The project requires consultants to deliver a comprehensive plan addressing climate-resilient solutions for multimodal transportation systems, including roads, bridges, public transit, bikeways, and pedestrian pathways with emphasis on vulnerable and disadvantaged communities. Key deliverables include an existing conditions analysis, stakeholder and public engagement plan, project prioritization criteria and ranking framework, 30% conceptual designs for 3-7 selected projects, advisory committee meeting documentation, and draft and final reports prepared for Board of Supervisors adoption. Proposals must be submitted through OpenGov's eProcurement system by March 4, 2026, at 4:00 p.m., with no pre-proposal conference or site visit scheduled. The anticipated contract award date is May 5, 2026, and all project work must be completed by June 30, 2027. The contract term is two years with a renewal option of up to five additional years at the County's discretion.
The evaluation will be conducted on a best-value basis using the Caltrans Evaluation Form 10b criteria, which allocates 25 points for understanding of the work, 20 points for experience with similar work, 15 points for quality of staff, 10 points for capability for innovative techniques, 10 points for familiarity with state and federal procedures, 10 points for financial responsibility, and 10 points for demonstrated technical ability, for a total of 100 points. Proposers must demonstrate a minimum of four years of similar services experience within the last seven years, with an account manager possessing a minimum of two years of relevant experience within the last five years. San Mateo County offers procurement preference to local businesses and local non-profits under County Ordinance Code Chapter 2.89, requiring self-attestation forms from qualifying entities; however, Disadvantaged Business Enterprise (DBE) participation requirements do not apply to this project. The contract will be structured as a lump-sum arrangement organized by seven primary tasks and is funded through state and local sources. Contractors must maintain comprehensive insurance coverage including $1,000,000 general liability, $1,000,000 motor vehicle liability, and $1,000,000 professional liability, and must comply with prevailing wage requirements and living wage ordinances.

*Notes:
1. To maintain the integrity of a competitive negotiation/qualifications based selection procurement, the total of all allowable non-qualifications based evaluation criterion (such as local presence or DBE participation) cannot exceed ten (10) percent of the total evaluation criteria. The ten percent limitation applies only to non-qualifications based evaluation criterion and should not be considered as a limitation for specific DBE contract goals established by a contracting agency in accordance with its approved DBE program.
(see http://www.fhwa.dot.gov/programadmin/172qa_07.cfm).
2. For projects other than “Architectural & Engineering” services, as defined in Section 10.1, cost is one of the criteria, or may be the sole criterion. DBE participation by the consultant shall not be used as one of the criteria listed above.
3. The evaluation criteria and suggested maximum points shown above are not mandatory, but are recommended in the interest of maintaining consistency among the hundreds of agencies utilizing federal or state funds.
4. The evaluation criteria and weighted values must be identified in the RFP. If the RFP has different evaluation criteria or weighted values then the information above would have to be changed to match. The Contract Office is to initial and date in the space provided to verify that the criteria and weighted values used in the evaluation sheet are appropriate and that the sheet has been completed correctly.
5. Caltrans participation on the interview panel does not relieve the local agency of its responsibility to ensure that proper procurement procedures are followed and requirements are met.
