About this file
This is a Request for Proposals Advertisement issued by the City of Columbus, Division of Water Reclamation, for professional engineering services related to the Sewer System Capacity Model 2026 (CIP # 650460-100003). The project involves refining the system-wide sanitary and combined sewer collection system model, performing capacity evaluations and sewer system operations analysis, conducting flow monitoring with data management and analysis, and providing support to Blueprint Columbus and the 2015 Integrated Plan and Wet Weather Management Plan Update. Proposals must be submitted exclusively through the Bonfire platform at https://columbus.bonfirehub.com/login, with a deadline of August 28, 2026 at 1:00 PM Eastern Time. No hard copies or email submissions will be accepted. The last day to submit questions is August 14, 2026, with responses posted as addenda on Bonfire. No pre-proposal meeting will be held; however, the selected consultant is anticipated to attend a scope meeting approximately four weeks after the proposal due date, with provisions for an alternate attendee if the project manager is unavailable. All proposal documents, including the RFP and reference materials, will be available for download on Bonfire following the advertisement.
The project is necessary to ensure the City's continued compliance with Ohio EPA SSO and CSO Consent Orders and to advance the City's commitment to eliminating sanitary sewer overflows and minimizing water-in-basement occurrences. The selected consultant will update the current Sewer System Capacity Model with the most current collection system configuration, upgrade calculation methods to increase accuracy, enhance usability and operations, and apply the model to new development, performance, and operational conditions. Firms must meet minimum requirements stated in the RFP for their proposals to be considered for contract award. There is no charge to establish a Bonfire account or submit proposals through the City of Columbus platform. All inquiries regarding the RFP should reference the project name and be directed to DPUCapitalRFP@columbus.gov; phone calls concerning RFP questions will not be accepted.
