APU is the only brand of kits that will meet the Government’s needs for the following reasons.

The SSC APU Controller Engineering Diagnostic Kit is the only brand of kit that will aid in both APU system bring- up efforts and to help diagnose and troubleshoot issues within the system following delivery of LCAC to the Navy. This is the only kit that not only provides an indication on the status of the APU Controller for which it was designed, but will also give insight into possible connection issues or failures of sensors and actuators. These kits, including the software, is intended to be part of the Maintenance and Repair Kit meant to be delivered to the fleet. Without these capabilities, the LCAC-100 class platform could run in a degraded state and possibly be unable to be properly diagnosed or repaired. Alternate equipment may is not authorized for this classified system. Therefore APU is the only brand of equipment that will meet program needs.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

As mentioned in paragraph 4 above, APU is the only brand of kit that will meet LCAC100 program needs. Additionally, this procurement action will be posted in the Government’s point of entry site SAM.gov.

7. Any other facts supporting the justification:

As mentioned in paragraph 4 above, APU is the only brand of kit that will meet LCAC100 program needs.
