About this file

This is a Brand Name Justification document issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) for the acquisition of Micron brand solid state drives and memory modules on a brand name specific basis.

The acquisition includes eight Micron 7450 PRO 7680 GB NVME U.3 (15MM) solid state drives (part number MTFDKCC7T6TFR-1BC1ZABYYR) and twenty-four Micron Crucial 128GB DDR5 SDRAM Memory Modules (part number MTC40F2047S1RC56BR). The purchase order will be awarded on a firm fixed price basis through simplified acquisition procedures, with total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold. Competition is restricted to authorized resellers of Micron brand equipment. The justification establishes that Micron is the only brand certified for use in the shock-qualified and deployed computing system specified for Fleet users, as brand and model compatibility are critical to prevent performance issues and array compatibility problems. The Contracting Officer has determined the order represents best value and lowest overall cost alternative. No market research was conducted among schedule holders due to the unique certification requirement, and no subsequent actions are identified to overcome the brand restriction barrier for future acquisitions.

Subj: BRAND NAME JUSTIFICATION FOR THE ACQUISITION OF MICRON 7450 SOLID STATE

DRIVES AND MEMORY MODULES

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Brand Name Justification.”

This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order, on a brand name specific basis, for the acquisition of Micron brand solid state drives and storage devices. Competition will be limited to authorized resellers of Micron brand equipment.

3. A description of the supplies or services required to meet the agency’s needs.

The following items are being acquired:

Micron 7450 PRO 7680 GB

NVME U.3 (15MM)

MTC40F2047S1RC56BR Micron Crucial 128GB DDR5 SDRAM Memory Module

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1).

Application for brand name description FAR 6.302-1(c).

This equipment will be utilized in a computing system, and this equipment is the only brand that is certified to be used in this shock-qualified and deployed system. As such, no other brand will meet the Governments requirements. The brand and model number does matter, as there are potential performance issues (r/w) if they are mix and match just based on size. These go into an array, so they all have to be the same make/model/manufacturer. Going with an un-vetted manufacturer or model may result in wasted platform availability time by Fleet users of this specialty system, as the mission consumes a lot data storage).

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, the Micron brand is the only brand that can meet the Government’s needs.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
