About this file

This is a Brand Name Justification Memorandum for a limited source procurement under simplified acquisition procedures.

The Naval Surface Warfare Center, Panama City Division (NSWC PCD) seeks to acquire Honda inverter generators to support various test and evaluation projects. The procurement includes two units of Honda EU7000iS 7000W 120/240V inverter generators with CO-MINDER and two units of Honda EU3200i 3200W 120V inverter generators with CO-MINDER, plus shipping. The total dollar value exceeds micro-purchase levels but remains below the simplified acquisition threshold. The Contracting Officer determined this order represents best value and the lowest overall cost alternative to meet government needs. Honda generators are already in use at NSWC PCD with established maintenance procedures and operational familiarity. The justification asserts that using an alternative brand would require the government to invest time and resources in learning new equipment systems and developing new standard operating procedures, resulting in significant and unacceptable delays that would negatively impact the requirement. No market research was conducted among schedule holders, as Honda is identified as the only brand capable of meeting the government's needs. The requirement will not be synopsized on sam.gov. The acquisition is authorized under FAR 6.103-1(d) for brand-name descriptions and will be awarded as a firm fixed price purchase order to the lowest priced offered.

This acquisition will be conducted using simplified acquisition procedures. REDACTED. The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

This memo does not authorize acquisition for other requirements.

This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold.

REDACTED.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

Authority: FAR 6.103-1(d), Application for brand-name descriptions.

The Naval Surface Warfare Center Panama City Division (NSWC

PCD)has a requirement to procure several inverter generators to support various test and evaluation projects within and outside of NSWC PCD. Honda generators are currently in use and familiarity and procedures already exist to manage and maintain them. Therefore, in the interest of compatibility, the Honda brand uniquely qualifies to support the government’s needs.

Using an alternative brand will cost the government time and money to become familiar with the units and generate new standard operating procedures.

As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments’ best interest to acquire the Honda brand.

5. A determination by the ordering activity contracting officer that the order represents the best value, consistent with the commercial evaluation procedures in FAR 12.203.

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, Honda is the only brand that can meet the Government’s needs. This requirement will not be synopsized in the government point of entry sam.gov.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, the Honda brand is the only product that can meet the requirement.
