About this file

This is a federal contracting provision template for the Buy American Certificate (FAR 52.225-2, October 2022 version).

The provision requires offerors to certify that all end products are domestic end products, except those explicitly listed as foreign end products. Offerors must identify any end products manufactured in the United States that do not qualify as domestic end products and separately disclose whether foreign end products not composed wholly or predominantly of iron or steel exceed 55 percent domestic content, with exceptions for commercially available off-the-shelf (COTS) items. If domestic content percentages are unknown, offerors must select "no." Additionally, offerors must separately identify line item numbers for domestic end products containing critical components. The Government will evaluate offers according to FAR Part 25 policies and procedures. The provision includes blank tables for offerors to complete identifying foreign end products by line item number, country of origin, and domestic content percentage, as well as a section to list line item numbers of domestic end products containing critical components.
