Contractor Manpower Reporting (CMR) Requirement

The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor will report ALL Contractor manpower data (including subcontractor manpower) required for performance of this contract. This CMR reporting requirement must be performed by the Contractor by 31 October AFTER EACH performance year of the contract. The Contractor is required to completely fill in all the requested CMR information in the following web address: https://cmra.army.mil. The information provided by the Contractor should pertain to performance of the preceding performance year or performance period, regardless of length of performance. In other words, even if the period of performance was for only one (1) week in July, the Contractor is required by Department of Army directive to submit into the CMR website by 31 October of that calendar year, the CMR data pertaining to the one week period of performance.

However, before the Contractor can begin reporting CMR data in this website, he must first register as a User. In order to register, the Contractor must have a Cage Code and a DUNS number.

Cage Code

If you are a U.S. company needing a Cage Code, you must register with the Central Contractor Registration (CCR) at www.ccr.gov. Once your company registration is activated in CCR, a Cage Code notification will be mailed to your company address via the U.S. Postal Service.

DUNS Number

For a DUNS number, go to the following web link and follow the instructions therein:

http://fedgov.dnb.com/webform/displayHomePage.do;jsessionid=A091BDB64B5CFE18399D729B16476DCD. As stated on this webpage, “D-U-N-S Number assignment is FREE for all businesses required to register with the US Federal Government for contracts or grants.” Contractors should not have to pay for their DUNS number if they are using the DUNS number for U.S. Government contracts.

CMR Reporting

The information required to be reported in the CMR website includes: (1) Contracting Office, Contracting Officer, Contracting Officer’s Technical Representative (COTR) or Contracting Officer’s Representative (COR); (2) Contract Number, including Task and Delivery Order Number(s); (3) Beginning and Ending dates covered by reporting period; (4) Contractor Name, Address, Phone Number, E-Mail Address, Identity of Contractor Employee entering data; (5) Estimated Direct Labor Hours (including sub-contractors’ hours); (7) Total Payments (including sub-contractors’ payments); (8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate Predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational Title associated with the Unit Identification Code (UIC) for the Army Requiring Activity reporting this information (the Army Requiring Activity (RA) is responsible for providing the contractor with its UIC for purposes of reporting this information); (11) Locations where Contractor and sub-contractors perform the work (specified by zip code in the United States and nearest City and Country when in an overseas location, using standardized nomenclature provided on website); (12) Presence of Deployment or Contingency Contract language;

and (13) Number of Contractor and sub-contractor employees deployed in theater this reporting period (by Country).

As part of its submission in response to a solicitation or a modification request which includes a contract line item number (CLIN) for this CMR reporting requirement, the Contractor shall also provide the estimated total cost (if any) incurred to comply with this reporting requirement on the associated CMR CLIN. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each Government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor’s systems to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website.

CMR reporting is a requirement mandated by the Department of Army. Failure of the Contractor to comply with this requirement will be noted as Past Performance information about the Contractor to be used on future procurements for the same or similar services.

CAGE CODE – What it is and How to Obtain One

A CAGE Code is a five-position code that identifies contractors doing business with the U.S. Federal Government, NATO member nations, and other foreign governments. The CAGE Code is used to support a variety of mechanized systems throughout the Government and provides for a standardized method of identifying a given facility at a specific location. The Code may be used for a Facility Clearance, a Pre-award survey, automated Bidders Lists, identification of Debarred Contractors, fast pay processes, etc. (http://www.dlis.dla.mil/cageserv.asp.)

FOR U.S. COMPANIES

The CAGE Code request process is now incorporated in the Central Contractor Registration (CCR) process. A U.S.

company is assigned a Cage Code by registering in CCR at the following website: www.ccr.gov. Upon activation in CCR, the U.S. Company will be mailed the CAGE Code notification via the US Postal Service. The CAGE notification is sent to the person listed under the "Registrant Name" in the registration documentation. In addition, once the registration is active, the CAGE code may be viewed on Internet Web by searching the active registrations at www.dlis.dla.mil/CAGESearch/.
