Market Research was conducted and no responsible SDVOSB concern was identified. Additionally, an Intent to Sole Source Notice was posted to the Contract Opportunities website on March 23, 2020. The Intent to Sole Source (36C25220Q0376) identified the basic requirements of the Government under the Contracted Emergency Residential Services Program indicated the Government’s intent to establish a contract on a sole source basis. The Notice requested any vendor that believed it could provide the required services to indicate such and to provide support documentation including but not limited to a description of services offered, pictures of facility, insurance certification, and an estimated daily per diem rate. No responses were received from any vendor by the requested date of March 23, 2020, or as of the date of this justification. Another Intent to Sole Source (36C25220Q0567) was posted on May 27, 2020, requesting the same information to be indicated and provided by May 28, 2020, and again no responses were received.

In accordance with FAR Part 10, Market Research was conducted. A VetBiz search in VIP using NAICS code 624229 resulted in 56 SDVOSB/VOSBs, but only two businesses are in Illinois. None of the businesses identified perform Contracted Emergency Residential Services.
A Small Business Dynamic Search (SBDS) using NAICS code 624229 and Illinois was performed resulting in 35 potential vendors. After closer review, only the incumbent, A Safe Haven LLC, was determined to be the only vendor that provides Contracted Emergency Residential Services.
In summary, market research efforts did not locate any vendors in Illinois other than the incumbent, A Safe Haven, LLC that would be able to meet the needs of the Government. Additionally, A Safe Haven, LLC met the eligibility criteria outlined in VAAR 819.7003; it is verified in VIP and the action is below the $5M threshold.
