RESPONSE 2A-1

BWS Architects, and our entire staff, understand the demands of “on-call contracts”.

We know that the projects from these contracts can range in size, have tight budgets, and must be completed efficiently. Many of our repeat clients became acquainted with us through as-needed contracts; City of Phoenix, City of Tucson, Town of Gilbert, Maricopa County; Pima County, Pinal County, Cochise County, Greenlee County; Phoenix Indian Health Service, Davis Monthan ARFB, Department of Emergency + Military Affairs, and the Smithsonian Institution, to name a few. We have established rigorous procedures to provide professional, personal and responsive service to all of our clients.

We are committed to serving the ADOA and have a proven record of meeting schedules and budgets while achieving design excellence. The BWS team that we are proposing, which consists of two Project Managers, two Project Designers, and two Project Architect/Construction Administrators, all have recent, relevant experience. We have provided redundancy on all three roles, to manage multiple projects, and to make sure each project is completed successfully.

The projects provided below in RESPONSE 2, are only a small example of our experience, but have direct relevance to the types of projects that potentially may come out of this Architectural Services Contract. No matter how large or small the project is we use the same interactive planning process to identify each projects Goals. Please refer to Attachment 3A where we discuss this process in more detail.

2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.

3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?

4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.

5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.

6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.

7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?

8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.

9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?

10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?

BWS Architects has strong experience in the planning and design of publicenvironments.

We understand that every design decision has an impact. We are committed that every design decision enriches the experience, well-being and performance of those who use, work and maintain these facilities.

We understand the nature of “Architectural Services” contracts and that variety of project types that come out of these types of contracts. We will design a project approach that is tailored to the requirements of each project. The following approach is representative of the steps we would follow in the case of a typical renovation project.

The steps outlined below will be used as projects are assigned through this ADOA Architectural Services contract:

1. ESTABLISH GOALS:

DURING INITIAL MEETINGS & WORKSHOPS, WE DISCUSS THE PROJECT IN BROAD

TERMS AND ESTABLISH CLEARLY DEFINED GOALS. WE WANT TO HEAR FROM

YOUR TEAM TO LEARN THE PRIORITIES. THESE GOALS ARE THE YARDSTICK BY

WHICH WE WILL ULTIMATELY MEASURE OUR SUCCESS.

2. GATHER FACTS/FACILITY AND/OR SITE ASSESSMENTS:

A THOROUGH UNDERSTANDING OF A PROJECT’S EXISTING CONDITIONS IS

CRITICAL TO DETERMINING A DESIGN SOLUTION. WE CAREFULLY ANALYZE THE

SITE FOR STORM WATER DRAINAGE, PEDESTRIAN AND VEHICULAR CIRCULATION,

VIEWS, UTILITIES, AND MANY OTHER EXISTING CONDITIONS, THAT INFORM OUR

DECISION-MAKING.

3. DETERMINE NEEDS:

THROUGH A SERIES OF INTERVIEWS, WE HELP IDENTIFY YOUR SPATIAL

REQUIREMENTS, DRAWING FROM OUR PAST EXPERIENCES IN PUBLIC FACILITY

PROGRAM DEVELOPMENT. WE THEN MEET WITH YOUR PLANNING COMMITTEE

TO CONFIRM OUR RECOMMENDATIONS.

4. TEST OPTIONS:

BASED ON THE SPACE NEEDS AND FUNCTIONAL RELATIONSHIPS ESTABLISHED

IN STEP THREE, WE DEVELOP TWO OR THREE OPTIONS FOR ORGANIZING THE

PROJECT. AFTER WE UNDERSTAND YOUR PREFERENCES, WE WILL COMBINE THE

BEST FEATURES INTO A SECOND ROUND OF PLANNING DIAGRAMS, CONTINUING

THIS PROCESS UNTIL WE ARRIVE AT A PLAN THAT THE COUNTY IS SATISFIED

MEETS ALL THE GOALS.

5. DEVELOP RECOMMENDATION:

WE INCORPORATE FINAL COMMENTS, RESOLVE COST ISSUES, AND PREPARE

A FINAL PLAN TO BE USED AS A BASIS FOR FURTHER DESIGN. BASED ON THE

PREFERRED PLAN, WE WORK WITH YOU TO SELECT APPROPRIATE BUILDING

MATERIALS AND SYSTEMS, AND TO ESTIMATE THE COST OF CONSTRUCTION.

COMMUNICATION WITH TECHNOLOGY

BWS Architects actively uses the most current technologies throughout our work. BIM technology enables us to create a full three-dimensional simulation of your building as the foundation of the design process and allows us to show you the design direction and options. BIM helps us coordinate with our engineers and produce drawings with a wealth of information usable across disciplines, as well as by the General Contractor. In addition, our team uses visualization software such as Lumion, Enscape, and Adobe products such as Photoshop and Illustrator, to study design options and communicate design ideas early. These tools help us create imagery for pre-sentations to the building committee, user groups, administration, and constituents. We also use Microsoft Project for scheduling and BlueBeam Revu for punch list development, consultant coordination, field verification, and for pdf mark-ups during client, team review, and QC meetings.

DELIVERABLES

• Program Confirmation We will review area requirements in detail with you, make sure we understand the functional nuances and prepare room data sheets for each space.

• Building Assessment As we work with you to confirm the program, we will also create background drawings for each of the spaces to be renovated or added to. We will walk each space to confirm the existing construction, and we will have our mechanical and electrical engineers prepare a narrative description of power, telecommunications, lighting and air conditioning issues. We will meet with your facilities and maintenance staff to discuss any issues that they are aware of that may impact the design of the new spaces.

• Schematic Design Based on the approved program, we will prepare a space plan for each area. In some cases there may only be one realistic option, but in larger areas there may be several options and we will certainly explore those with you. We will develop spaces that meet your programmatic needs, utilize space and building systems efficiently, and conform to the requirements of the building code.

• Furniture Planning + Selection As we develop the space plans, we will develop conceptual plans for the furniture and equipment too. It is important that we coordinate to make sure that we have power and teledata in the right locations for equipment and work stations.

• Documentation After you have reviewed and approved the space plans, we will continue technical development during the Design Development and Construction Documents phases. We will continue to coordinate with you as our team elaborates on the design of all the building systems. The conclusion of this phase is the preparation of sealed Working Drawings and Specifications that will be used for permitting, bidding and construction.

• Bidding and Construction We continue to be heavily involved during bidding and construction. Our positive attitude and timely responses to contractor questions will set the tone for a collaborative construction period.

For each project awarded through this contract, a Project Schedule/Work Plan using Microsoft Project, will be developed by the assigned Project Manager, to outline the input needed to ensure the proper sequence of events (work sessions, presentations, reviews, and other approvals). This will enable all team members to clearly understand how their input feeds into the overall design process, what specific tasks they are responsible for, and when they are to be accomplished. The status of the work plan, program and budget will be reviewed as regular agenda items at weekly team meetings.

Meeting minutes and open issue logs will be used to record discussions, action items, and decisions and will contain specific decisions relative to the program, budget, and schedule. To enable the real-time exchange of information, we use BlueBeam Studio for mark-ups and document decisions reached. Rhino can be utilized to develop and analyze design alternatives while testing high-performance strategies.

Schedule Control By fully understanding expectations, by effectively communicating with the design team and allocating staff properly, we have met our schedule commitments on all our projects. Using the schedule created by our Project Manager, which identifies all significant tasks, with durations and linkages. We are familiar with the Pinal County project review requirements and will include the appropriate milestones and durations to accommodate them. We work closely with our project team to identify and resolve scheduling issues, and most importantly, all team members participate in this to achieve “buy-in”.

Our Project Manager will review actual performance against scheduled performance at every team meeting, monitoring schedule performance and making sure each team member has the resources and information required to make progress and meet deadlines.

We have experience in working with JOC contracts for many of our “On-Call” contracts. We understand this allows projects to be completed through a competitive award contract and that working with a pre-qualified contractor allows us to create a partnership, start faster and integrate constructability and value engineering into the design and documentation process.

We have worked and established good relationships with most of the current JOCs. Our BIM technology allows us to support the Project Manager and JOC in creating material and quantities lists and update as the project evolves.

We are extremely capable of working in ProCore and use it efficiently and effectively for drawing management, RFI, ASI and submittal management as well as project meeting minutes and photos. At the beginning of every project we define the information workflow and confirm appropriate access to all participants.

BWS Architects has an outstanding record of preparing accurate and complete Construction Documents that provide a reliable basis for permitting, pricing and construction. This record is no accident. We employ several specific techniques to ensure the quality of our documents.

Our Project Manager assigned, will lead the project through every phase, from the initial kickoff through to final completion of construction. Both Robin Shambach, and Sue Gray, are knowledgeable and skilled, and know how to make the projects that come out of this contract a success.

Our Project Architect assigned will be responsible for the Construction Documents, applying years of field experience to the preparation of documents that communicate effectively to the contractor, his subcontractors and vendors.

During Design Development and Construction Document phases we conduct round-table quality control sessions with our architects and engineers. During these sessions we scrutinize every building system to ensure completeness and coordination of the documents and specifications.

We include dimensions on all our documents. The dimension protocol varies depending on the scale of the drawing to allow for a range of detail as needed.

The majority of our production is completed in REVIT BIM software which allows us to output at the right scale for the drawing type and dimension appropriately. We prefer the contractor not rely on scaling the drawing and we provide that information to support design intent.
