Summary of BWC Procurement Terms and Conditions
This document contains the procurement terms and conditions for the State of Ohio's Bureau of Workers' Compensation (BWC), effective October 2025, governing state and local contract opportunities. The procurement involves the renewal of an ActivePDF Toolkit/Developer Program Site Renewal for a one-year period from April 16, 2026, to April 15, 2027. The solicitation is restricted to Minority Business Enterprise (MBE) suppliers registered under contract 0A1375 (previously RSC024735). The solicitation was posted on January 12, 2026, with proposals due by January 28, 2026. Vendors must submit proposals exclusively through the OhioBuys online purchasing platform. The state commits to responding to vendor inquiries within three business days, with an inquiry cutoff date prior to the proposal deadline.
Contracts valued at $5,000 or more require submission of an Affirmative Action Program Verification Form to the Ohio Department of Development. New suppliers must complete a Supplier Information Form and IRS Form W-9, while current Ohio suppliers need only provide an updated W-9 reflecting their registered tax ID. Suppliers must complete the Contractor/Subcontractor Affirmation and Disclosure Form and comply with prohibitions against offshore service delivery and Russian business transactions; all services and data must remain within the United States unless a written waiver is obtained. Suppliers must also comply with equal employment opportunity laws and the state's non-discrimination requirements. The state encourages procurement from Minority Business Enterprise and Encouraging Diversity, Growth and Equity (EDGE) vendors. A Sales and Use Tax Blanket Exemption is available upon request. All submitted materials become property of the State of Ohio and are subject to the Ohio Public Records Act.
