About this file
This Request for Information document outlines requirements for a traveling fish screen system for the Bureau of Reclamation's Grand Valley Irrigation Company Canal. The Bureau seeks a system capable of screening 660 cubic feet per second with minimal approach velocity, 3/32 inch or smaller screen slots, and integrated debris removal capabilities. The system must sequence cleaning of 16 screen spaces within 15 minutes using corrosion resistant materials. Interested small businesses under NAICS Code 333998 must identify relevant project experience, warranties, and statement of interest by October 18th, 2023 for consideration. The related solicitation is numbered 140R4024Q0002 for a Request for Information regarding the Grand Valley Irrigation Company Canal fish screen replacement project managed by the Bureau of Reclamation.

Upper Colorado Basin Region, Acquisition Management Division
REQUEST FOR INFORMATION
SMALL BUSINESS CONCERNS UNDER NAICS 333998
Grand Valley Irrigation Company Canal Fish Screen
NOTICE: THIS IS NOT A SOLICITATION, BUT RATHER A SOURCES SOUGHT
SYNOPSIS TO DETERMINE POTENTIAL SOURCES FOR INFORMATION AND
PLANNING PURPOSES ONLY. NO FORMAL SOLICITATION FOR THIS EXISTS
AT THIS TIME.
I. SMALL BUSINESS CONCERNS
This request for information is open to all interested small businesses. For the purpose of this inquiry, a small business is defined as a Small Business concern under NAICS Code 333998 “All
Other Miscellaneous General Purpose Machinery Manufacturing”. The Small Business Size
Standard in number of employees is 700. The Government shall verify all submissions meet the small business requirement per the System for Award Management (SAM.gov) in addition to the
Small Business Administration Dynamic Small Business Search website.
II. BACKGROUND
The Bureau of Reclamation, Upper Colorado Basin Region, has a requirement for 16 traveling fish screen systems. The fish screen in the Grand Valley Irrigation Company (GVIC) canal was the first large fish screen constructed on the Colorado River as part of the Upper Colorado River
Endangered Fish Recovery Program (Recovery Program). The screen is located just downstream of the GVIC diversion headworks in the town of Palisade. GVIC diverts 640 cfs through the screen facility. An additional ~40 cfs is diverted to operate the fish bypass and returned to the river below the diversion. In addition, Clifton Water has a 20 cfs diversion right that has GVIC listed as an alternate point of diversion. The canal is typically operated from April 1st to
November 1st each year and is dry during the winter months.
Currently, the Recovery Program’s number one goal is to get the fish screen in the GVIC canal operating more effectively during all flow conditions on the Colorado River. To accomplish this, the existing flat plate fish screen will be replaced with a traveling screen.
III. SUMMARY OF WORK
Bureau of Reclamation is seeking manufactures for traveling screen system that meets the following parameters:
1. Be capable of screening 660 cfs
2. Minimize approach velocity (0.3 fps or less is preferred for fish impingement)
3. Screen slot size of 3/32 inches or less
4. When the Colorado River is below 2,000 cfs or above 12,000 cfs, the traveling screen system will not be able to flush debris back to the river and must be capable of screening all debris from the canal. From 2,000 cfs to 12,000 cfs, sweeping flows across the screen may carry debris to the return pipeline where fish and debris are returned to the river.
The physical constraints for the screen are as follows:
1. 16 screen spaces – existing screen spaces are 10’ wide and 9’ tall
2. Assume a water depth of 6’
3. Screens shall have an angle of 30 degrees from vertical
4. See attached drawings for additional details
5. The site has 480-volt 3 phase, 400 amp service. This must also be used to operate the other features on site. State the voltage and amperage requirements of the traveling screens, powered conveyor system, and conveyor extension.
6. The traveling screens shall include screen washing capability, with the following characteristics.
a. Pressurized wash water spray bars that remove debris from the downstream side of each screen.
b. Debris removed from screen shall be transported using a powered conveyor system.
Chain drag type conveyors are preferable to belt conveyor systems.
c. Water used for screen washing procedure shall return to the canal.
d. Provide minimum pump size requirements for wash water spray bar system.
Screen operation requirements:
1. The traveling screen system shall include all equipment/control components necessary to sequence cleaning operations of the 16 screens.
a. The Cleaning Control System (CCS) will receive an “enable” signal from a separate
“Master SCADA” system to be installed by another contract.
b. CCS shall sequence through functional screens while the enable signal is on.
c. CCS will have the ability to determine if a screen/s are disabled and adjust the sequencing operations to bypass the disabled screen/s without interruption or delay of cleaning operations for the functional screens.
d. CCS will provide status and discrete alarms (each alarm will identify what it represents) information to the Master SCADA system.
e. CCS will operate the powered debris conveyor system discussed above.
f. CCS will monitor wash water spray bar operation to match the screens.
g. CCS will monitor debris conveyor movement and send an alarm is there is an anomaly.
Additional goals of the fish screen system are as follows:
1. Minimize fish impingement
2. Minimize gaps on screen perimeter
3. Be capable of cleaning entire screen surface in less than 15 minutes
4. Use corrosion resistant materials
5. Have the capability of adding flights for debris removal in the future if necessary
6. Minimize moving parts below the water surface
7. Be capable of operating in sediment laden river systems
IV. QUESTIONS FOR INDUSTRY
Is the traveling screen system capable of the following:
• Screening 700 cfs or more.
• Minimizing fish injury/mortality while operating.
• Incorporating a spray bar cleaning system for debris removal
• Removing river debris via a conveyor system
• Operating in heavy sediment laden systems (provide examples)
Also, please provide the following information:
• Identify past projects where the systems were utilized primarily for fish exclusion.
• Identify what warranties are provided with the system.
V. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY
