BUF Base Building Carpet Replacement summary of work
Provide all labor, tools, equipment, materials, and supervision required to remove and replace approximately 4,290 square feet of carpet tiles in the Base Building administrative areas. The BUF ATCT and Base Building are located at the control tower located along Holtz Road at the Buffalo Niagara Airport near Buffalo, New York.
PART I - SECTION B
SCOPE OF WORK
The work items listed below serve only as a statement of the general work to be performed under this contract. In no way does it limit the amount of work required under this contract.
The work shall include, but is not limited to, the following:
1. Remove approximately 3878 square feet of existing carpet tiles and approximately 1080 lineal feet of cove base.
2. Furnish and install approximately 3878 square feet of carpet tile and approximately 1080 lineal feet of cove base as per attached specifications and diagram.
3. Remove and replace the existing carpet tile in the TRACON and Radio Room areas with ESD carpet tile and accessories in accordance with the manufacturer’s specifications, CR1 104 and with FAA-STD-019f. Approximately 412 square feet of ESD carpet tiles and approximately 136 lineal feet of cove base is required. The work will include but will not be limited to the following:
· Known acceptable source or equivalent - Julie Industries, 355 Middlesex Avenue, Wilmington, MA 01887
· Series: StaticSmartTM
· Copper foil strips supplied with the carpet tile shall be connected to the multipoint plate at four locations. Manufacture supplied copper grounding strips shall be exothermically welded (using a low emission welding process such as Cadweld Exolon) to a stranded #2 AWG color-coded green with an orange tracer copper wire.
· Final installation shall be tested in accordance with the manufacturer’s specifications and with FAA-STD-019f.
· Color to be selected by the SSC.
4. Upon completion of work the contractor shall notify the COR so that the work may be inspected for completion. Upon acceptance the contractor shall warranty all equipment and workmanship for not less than one (1) year. The warranty will be a no dollar limit (NDL) guarantee.

DIVISION 1 - GENERAL REQUIREMENTS
1-1 SUMMARY OF WORK
1-1.1 General These specifications, together with the referenced specifications, standards and drawings specified in the Contract Documents, cover the requirements of the Federal Aviation Administration, hereinafter referred to as the Government or FAA, for all work associated with the replacement of the carpet tiles in the Base Building, located at the air traffic control tower (ATCT) located along Holtz Road at the Buffalo Niagara Airport near Buffalo, New York.
1-1.2 Intent of Specifications This specification identifies the basic labor, materials and equipment necessary to perform the required work. All work will be performed in accordance with current codes, standards and manufacturer’s specifications.
1-1.3.2 Site Visit It is strongly recommended that the Contractor make a site visit prior to submitting a quote. Arrangements for a site visit shall be made through the facility point of contact. For access to BUF ATCT facility contact Mr. Bill Wilson (BUF SSC Managers) at (716) 818-2983. The contractor is required to give 48-hour notification for scheduling the site visit to the BUF ATCT facility.
1-2 CONSTRUCTION LIMITS AND USE OF FACILITES
1-2.1 Construction Limits The Contractor shall confine operations, activities, storage of materials, and employee parking within the areas designated by the COR. Space is limited at the site; therefore, the Contractor shall coordinate all work activities with the Facility Contact. Any additional space the Contractor deems necessary shall be obtained off site, at no additional cost to the Government.
1-2.2 Damage to Site Damage to existing pavement, landscaping, structures or underground facilities caused by the Contractor's activities shall be repaired. All costs of such repairs shall be borne by the Contractor. After issuance of the Notice to Proceed (NTP) and prior to commencement of construction, the Contractor and COR shall conduct a joint inspection of the existing area, which will be affected by the construction. Existing damage or defects shall be noted and will be used as the basis for determination of damages caused by the Contractor's operations.
1-2.3 Contractors' Use of Premises The Contractor shall have use of the premises within the construction area limits for the execution of his work and shall assume full responsibility for the protection and safekeeping of products and materials stored on the site.
The Contractor and subcontractors shall maintain the job site in a neat and orderly condition. This includes the daily removal of rubbish, waste, tools, equipment, and materials not required for the work in progress. All metal shall be removed from the site and the area left in a neat and orderly condition.
1-2.4 Work Schedule Normal work hours will be from 8 am to 4:30 pm, Monday through Friday. All work outside of the normal time frame will be coordinated with the COR. The contractor shall give a minimum of 48 hours notice prior to commencing with work outside of normal work hours.

9-7 CARPET TILE
9-7.1 General.
9-7.1.1 Scope - Furnish and install all carpet tile and accessories required for floors.
9-7.2 Applicable documents - Conform in entirety to the issues or editions currently in force of the following referenced specifications and standards.

9-7.3 Materials
9-7.3.1 Fire Test-Response Characteristics- Provide carpet tile with the following fire-test response characteristics as determined by testing identical products per test method indicated below by Underwriter’s Laboratories UL or another testing and inspecting agency acceptable to authorities having jurisdiction. Identify carpet tile with appropriate markings of applicable testing and inspecting agency.
(a) Critical radiant flux classification: Class 1, not less than 0.45 watts/cm2 per ASTM E 648.
(b) Smoke developed: 450 or less per ASTM E 84.

9-7.3.3 Molding - Molding shall be vinyl. Vinyl molding shall be heavy-duty and designed for the type of carpet being installed. Floor flange shall be a minimum 2 inches wide. Color shall match adjacent flooring.
(a) Vinyl Molding: One piece at least 12 inches long.
(b) Special Treatment Materials: One sample showing system and installation method proposed.
9-7.3.4 Extra tile - Provide at least 10 percent of the amount of each carpet tile type installed in unopened boxes. In addition, save for the Owner all remnants of full 18-inch dimension by 9-inch cut dimension or greater.
9-7.4 Installation
9-7.4.1 Preparation –
(a) Use trowelable leveling and patching compounds, according to manufacturer’s written instructions, to fill cracks, holes, and depressions in substrates.
(b) Remove coatings, including curing compounds, and other substances that are incompatible with adhesives and that contain soap, wax, oil, or silicone, without using solvents. Use mechanical methods recommended in writing by carpet tile manufacturer.
(c) Broom and vacuum clean substrates to be covered immediately before installing carpet tile. After cleaning, examine substrates for moisture, alkaline salts, carbonation, or dust. Proceed with installation only after unsatisfactory conditions have been corrected.
9-7.4.2 Carpet tiles installation-
(a) General: Comply with CR1 104, Section 13, “Carpet Modules (Tiles).”
(b) Cut and fit carpet tile to butt tightly to vertical surfaces, permanent fixtures, and built-in furniture including cabinets, pipes, outlets, edgings, thresholds, and nosings. Bind or seal cut edges as recommended by carpet tile manufacturer.
(c) Extend carpet tile into toe spaces, door reveals, closets, open-bottomed obstructions, removable flanges, alcoves, and similar openings.
(d) Maintain reference markers, holes, and openings that are in place or marked for future cutting by repeating on finish flooring as marked on subfloor. Use nonpermanent, non-staining marking device.
(e) Install pattern parallel to walls and borders.
(f) Seams: Seams shall be uniform, unnoticeable, and treated with a seam adhesive.
(g) Molding: Edges of carpet meeting hard surface flooring shall be protected with molding. Installation shall be in accordance with the molding manufacturer’s instructions.
9-7.5 Quality assurance -
9-7.5.1 Submittals –
9-7.5.1.1 Product data - Product data for each type of carpet tile material and installation accessory specified. Submit manufacturer's printed data on physical characteristics, durability, fade resistance, and fire-test-response characteristics. Submit methods of installation for each type of substrate.
9-7.5.1.2 Samples for initial selection in the form of manufacturer’s color charts or Samples of materials showing the full range of colors, textures, and patterns available for each type of carpet tile indicated.
(a) Carpet: Two samples of each carpet tile proposed for use, showing quality, pattern, and color specified.
9-7.5.1.3 Maintenance data for carpet tile to include in the operation and maintenance manual. Include the following:
(a) Methods for maintaining carpet tile, including manufacturer’s recommended frequency for maintaining carpet tile.
(b) Precautions for cleaning materials and methods that could be detrimental to finishes and performance. Include cleaning and stain-removal products and procedures.
(c) Locations where dye lot changes occur.
9-7.5.2 Defects - More than ¼-inch gain in dimension over the length of 11 tiles. Reinstall carpet to conform to less than 16’-6-1/4” over 11 tiles. Opening of seams, loosening of edges, buckling of carpet, raveling, and soiling are considered among defects to be corrected.
9-7.5.3 Cleaning and Protection -
9-7.5.3.1 Perform the following operations immediately after installing carpet tile:
(a) Remove excess adhesive, seam sealer, and other surface blemishes using cleaner recommended by carpet tile manufacturer.
(b) Remove yarns that protrude from carpet tile surface.
(c) Vacuum carpet tile using commercial machine with face-beater element.
9-7.5.4 Protect installed carpet tile to comply with CR1 104, Section 15, “Protection of Indoor Installations.”
9-7.5.5 Protect carpet tile against damage from construction operations and placement of equipment and fixtures during the remainder of construction period. Use protection methods indicated or recommended in writing by carpet tile manufacturer.
9-8 ESD CARPET TILE
9-8.1 GENERAL
9-8.1.1 Scope – Remove existing carpeting and furnish and install all carpet tile and accessories.

Identify carpet tile with appropriate markings of applicable testing and inspecting agency.
(a) Surface flammability: Passes CPSC 16 CRF, Part 1630 (FF-1 Pill Test).
(b) Critical radiant flux classification: Class 1, not less than 0.45 watts/cm2 per ASTM E 648.
(c) Flame spread: 25 or less per ASTM E 84.
(d) Smoke developed: 450 or less per ASTM E 84.

9-8.5 INSTALLATION
9-8.5.1 Preparation
(a) General: Comply with CR1 104, Section 6.2, “Site Conditions; Floor Preparation,” and carpet tile manufacturer’s written installation instructions for preparing substrates indicated to receive carpet tile installation.
(b) All furniture and other furnishings requiring to be moved for work to be performed shall be moved by the contractor under the supervision of the COR and returned when the work is completed. All areas and equipment shall be protected from dust and debris by using drop cloths, plastic sheeting, or other acceptable means.
(c) Completely remove old carpet and adhesive. Adhesive removal shall be accomplished by mechanical means only. No solvents or chemicals shall be used on FAA property. Provide exhaust fan/vacuum to remove all fumes, dust and debris. Fan provided shall be a minimum of 570 CFM. Fans or vacuums shall be placed outdoors on the catwalk and ducted into the space if necessary. The contractor shall route the ductwork through the existing access door and provide a temporary seal for the door area to permit duct access but eliminate the entrance of cold/heat, bugs and exhausted fumes into the cab area.
(d) Use trowelable leveling and patching compounds, according to manufacturer’s written instructions, to fill cracks, holes, and depressions in substrates.

9-8.5.2 Carpet tiles installation

9-8.5.3.1 Grounding - Copper foil strips supplied with the carpet tile shall be connected to the multipoint plate at four locations. Manufacture supplied copper grounding strips shall be exothermically welded (using a low emission welding process such as Cadweld Exolon) to a stranded #2 AWG color-coded green with an orange tracer copper wire. The ground wire shall run to the multipoint copper ground plate beneath the console. The ground wire shall then be terminated to the multipoint ground plate with a double lug hydraulically crimped (12 ton minimum) connector. (Note: “Bellville” type washers shall be used between a flat washer and the nut.) The contractor shall drill holes in the ground plate as required. The contractor shall utilize existing penetrations beneath consoles or furnish and install wiremold, attach the to the cab wall in a neat workman like fashion at approximately 9 inches above the finished floor, and route #2 AWG ground wire to the multipoint ground plate. Final locations to be determined by field conditions and approved by the COR.
9-8.5.4 Testing - Final installation shall be tested in accordance with the manufacturer’s specifications and with FAA-STD-019d. All tests shall be witnessed and accepted by the COR. All test results shall be supplied to the COR writing and become the property of the FAA for approval prior to acceptance.
9-8.6 QUALITY ASSURANCE
9-8.6.1 Submittals –
9-8.6.1.1 Product data - Product data for each type of carpet tile material and installation accessory specified. Submit manufacturer's printed data on physical characteristics, durability, fade resistance, and fire-test-response characteristics. Submit methods of installation for each type of substrate.
9-8.6.1.2 Contractor supplied materials - shall be approved by the COR prior to use in order to check conformance with these specifications. Bidders are required to submit manufacturers' detailed application specifications showing that the product proposed complies with this specification and all referenced specifications and standards. Submittals for the materials listed under this section shall be submitted within 14 calendar days after award of the contract and shall include:
(a.) A complete material list showing all items proposed to be furnished and installed.
(b.) Sufficient data to demonstrate that all such materials meet or exceed the specified requirements.
(c.) Specifications, installation instructions, and general recommendations from the materials' manufacturers showing applications and procedures under which it is proposed that the materials shall be installed.
The COR will review all submittals and will approve or disapprove them in writing. Approval shall not be construed as a complete check, but will indicate only that the general method of construction and detailing is satisfactory. Approval will not relieve the contractor of the responsibility for any error or omission, which may exist. Use of any materials not expressly approved shall be at the risk of the contractor.
9-8.6.1.3 Samples for initial selection in the form of manufacturer’s color charts or Samples of materials showing the full range of colors, textures, and patterns available for each type of carpet tile indicated.
(a) Carpet: Two samples 18 inches by 18 inches of each carpet tile proposed for use, showing quality, pattern, and color specified.
9-8.6.1.4 Maintenance data for carpet tile to include in the operation and maintenance manual. Include the following:
(a) Methods for maintaining carpet tile, including manufacturer’s recommended frequency for maintaining carpet tile.
(b) Precautions for cleaning materials and methods that could be detrimental to finishes and performance. Include cleaning and stain-removal products and procedures.
(c) Locations where dye lot changes occur.

9-8.6.5 Protect carpet tile against damage from construction operations and placement of equipment and fixtures during the remainder of construction period. Use protection methods indicated or recommended in writing by carpet tile manufacturer.
9-8.6.6 Documentation - The contractor shall supply all instruction books, operations and maintenance manuals, and parts lists for all applicable materials and equipment.
9-8.6.7 Warranty - Carpet tiles shall come with a ten-year wear and tear and static performance warranty as well as extra heavy commercial traffic certification, colorfast and atmospheric warranty. Carpet tiles and carpeting shall have Guaranteed Lifetime Static Performance and Permanent Fade-resistance Color. All written manufacturer warranties shall be supplied to the COR.
9-8.6.8 Guarantee - The contractor shall guarantee all workmanship and materials for a period of five year after completion of the project. A written guarantee to this effect shall be provided to the FAA COR. All written material guarantees on contractor supplied materials shall be supplied to the COR.
9-8.6.9 Final Closeout - After all work is complete and all test results accepted, all debris, dirt, waste, old material, and the contractor's equipment and tools, shall be removed from all work areas. Debris and old material shall be removed from the job site, off Government owned property, at the expense of the contractor. The facility dumpsters are not permitted to be used for the disposal of any waste materials as a result of the work under this contract.
All soil and face smears on materials shall be corrected and cleaned to the satisfaction of the COR. Any area disturbed or items damaged by the work shall be restored or repaired. Clean up of all work areas shall be performed to the satisfaction of the COR prior to the COR approving the finished project for payment.
