Scope of Work

Kitchen Remodel

BUF ATCT

Buffalo Niagara International Airport

1.1 Statement of Work:

Provide all labor, tools, equipment, materials, and supervision required to remodel the existing kitchen including base and wall cabinets, countertop, sink, faucets, pre-engineered fire suppression range hood system, painting, lighting, electrical work and all plumbing work to tie into existing water and wastewater piping at the BUF ATCT located along Holtz Road at the Buffalo Niagara Airport near Buffalo, New York.

1.2 Kitchen Installation:

The Contractor shall provide all materials, labor, tools, equipment, and supervision necessary to perform the following:

· Remove and properly dispose of existing cabinets, countertops, sink and other equipment. Remove soffit above existing cabinets and stud wall beside existing stove and patch the area.

· Provide and install fully assembled finished solid wood base and wall cabinetry. Construct cabinets meeting the requirements of KCMA A161.1. Cabinets shall have hardwood drawer fronts and doors. Base cabinets will include a single drawer and the contractor shall supply samples to allow the SSC to select the style and finish. Cabinets shall be installed in accordance with manufacturer’s specifications and industry practice.

· Provide and install factory fabricated, prefinished solid surface polymer countertops in the manufacturer’s standard sizes and finishes. Corian® or approved equal. Provide countertops over the base cabinets and a workstation countertop. Construct countertops to meet the requirements of KCMA A161.7. Provide counters with watertight sink rim when required. Provide supporting structure for workstation countertop.

· Provide and install double bowl 18-gage corrosion resistant steel sink, nonintegral, self-rimming. Drain holes shall be in the center of the bowl and the underside coated with 1/8 - inch thick sound deadener conforming to FS TT-C-520. Die-form, seamless, with raised edges at the front and ends. Cove corners to ½ - inch radius and equip with strainers and tail pieces.

· Provide and install a pre-engineered fire suppression range hood system above the cooktop. Hood provided must be a Denlar D1000 or Guardian III. Provide the following:

1. Power interface to shunt power in a fire event

2. Fire alarm interface via a fire alarm monitor module (The hood controls will have a set of contacts that will tie to the module which will report to your existing fire alarm system. The fire alarm system will have to be re-programed)

3. Manual pull station for releasing the suppression agent. (Locate from 42 to 48 inches above the floor and between 10 feet and 20 feet away from the hood.

· Extend the existing water and wastewater piping to match the new sink location and provide a water source for the GFM icemaker. Water piping shall be seamless copper tubing meeting the requirements of ASTM B43 and B88. Ball valves shall be installed and be bronze with solder-type connections. Valves will be provided so that system maintenance can be performed without complete system shutdown. Valves shall be provided for each branch and riser serving a group of fixtures. Kitchen faucets shall meet the requirements of NSF/ANSI 61. Solder containing lead shall not be used with copper pipe. Plastic pipe, fittings, and solvent cement shall meet NSF/ANSI 14 and shall be NSF listed for the service intended. Plastic pipe, fittings, and solvent cement used for potable hot and cold-water service shall bear the NSF seal “NSF-PW”.

· Provide deck mounted, cast brass, chrome plated faucets conforming to FS WW–P-541. Provide brass chrome plated drains and strainers conforming to FS WW-P-541. Installer shall provide new drain fittings and trap made of PVC plastic to electrically isolate the sinks from the building plumbing system.

· All plumbing work shall be performed in accordance with the National and New York Plumbing Codes, and local codes including providing all permits and inspections required.

· All electrical work shall be performed in accordance with the National Electric Code (NEC). FAA-C-1217, Electrical Work, Interior, FAA-STD-019f, Lightning and Surge Protection, Grounding, Bonding and Shielding Requirements for Facilities and Electronic Equipment and local codes.

· Provide and install four IC, airtight recessed LED 6” lights in the ceiling tile above the countertop providing electrical feeds and supports as required. The exact location will be determined in the field. The lights shall be controlled by a commercial grade dimmer switch installed near the door opening.

· Provide and install four pendant lights above the workstation countertop providing electrical feeds and supports as required. The exact location will be determined in the field. The lights shall be controlled by a commercial grade dimmer switch installed near the door opening. Lights shall be Progress Lighting Mast Brushed Nickel Mini Coastal Clear Glass Cylinder Pendant Light, Clear Glass Cylinder Pendant Light, Model No. P500192-009 or approved equal.

· Provide and install under-cabinet LED lights.

· Provide and replace existing fluorescent lights with LED fixtures.

· Relocate wall mounted TV and phone as directed by the SSC

· Provide power for double ovens and cooktop unit.

· Add/upgrade electrical outlets using 20-amp commercial outlets as follows:

1. 3 combination AC duplex receptacles with 2 DC USB ports above the workstation countertop.

2. GFCI duplex receptacles spaced 3’ apart on alternating circuits above the countertop.

3. Dedicated circuits for GFM equipment (refrigerators (2), cooktop, double oven, dishwasher, microwave (2), toaster oven, coffee maker (2), TVs (2), and garbage disposal – switch activated)

· All penetrations through the floor or wall shall be properly fire-stopped as required.

· Provide tile backsplash between countertop and wall cabinets.

· Paint walls and trim with a primer coat and two finish coats. Areas to be painted include the breakroom, main corridors, and the unisex bathroom. Gloss to be semi-gloss for the walls and semi-gloss for the trim. Colors to be selected by the SSC.

· Purchase and deliver to site 200 boxes (10 tiles/box) of Armstrong® ceiling tile 24” x 24” ¾” thickness mineral fiber. Ultima series, Item # 32WL97, Mfr. Model 1942A.

· Remove existing ceiling tiles and replace with purchased tiles in the kitchen/breakroom only.

· Submit samples of all materials to be used for approval prior to installation.

The contractor shall restore any areas damaged or modified during installation.

1.3 Restrictions and Security Concerns:

The Contractor is advised that the ATCT kitchen/breakroom is part of a secured facility and all personnel, possessions, equipment, materials, vehicles, etc. are subject to inspection at the discretion of security personnel while on the premises. All Contractor personnel shall maintain on their person, at all times while on the grounds, current photo identification. Contractor personnel shall be prepared to relinquish their identification for review by security at any time while on the grounds.

The Contractor shall provide the FAA Site Representative with a list of the personnel requiring access to the site. This list shall include the employee's full name, social security number, and the date of birth. It will be necessary to coordinate all activities with the FAA Site Representative to minimize interference with site operations.

1.4 Special Contractor Requirements:

The following is a list of special requirements the Contractor will need to be aware of:

Pre-Construction Meeting - The Contracting Officer will arrange a conference at a location mutually agreeable to the FAA Representative and Contractor after the contract has been awarded. It will be mandatory that key Contractor personnel or their representatives attend.

Site Visit - It is strongly recommended that the Contractor make a site visit prior to submitting a quote. Arrangements for a site visit shall be made through the facility point of contact. For access to BUF ATCT facility contact Mr. Bill Wilson (BUF SSC Managers) at (716) 818-2983. The contractor is required to give 48-hour notification for scheduling the site visit to the BUF ATCT facility.

Work Schedule - Normal work hours will be from 8 am to 4:30 pm, Monday through Friday. All work outside of the normal time frame will be coordinated with the FAA Representative. The contractor shall give a minimum of 48 hours notice prior to commencing with work outside of normal work hours.

1.5 Final Inspection:

After completion of all contracted work, a final inspection will be held with the SSC Manager and the FAA Site Representative. The inspection shall be conducted in such a manner as to provide a detailed review of all work performed, to ascertain that all contracted work is completed in accordance with the Scope of Work, disturbed areas restored, and installation areas cleared and left in satisfactory condition.

1.6 Regulatory Compliance:

All work shall be performed in accordance with Federal, state, and local regulatory requirements. In cases where regulations and/or contract documents are conflicting or discrepancies occur, the more stringent requirement shall be followed and enforced.

1.7 Responsibility for Damages:

The FAA seeks to avoid any activities by the Contractor that may lead to damage of government property. The Contractor is therefore advised to take all necessary precautions to avoid potentially damaging activities. The Contractor is advised to place special emphasis on avoiding unnecessary contact including jarring, touching, placing tools on, etc. any equipment. In addition, all devices, electrical plugs, equipment, etc. must be safely maintained as damage could reduce the effectiveness of existing air traffic control activities. Any such damage resulting from neglect or unreasonable actions by the Contractor's personnel shall be repaired or replaced by the Contractor at no additional cost to the government. If the Contractor fails or refuses to make such repairs or replacements, the Contractor shall be liable for the cost, which may be deducted from the contract price. A comparison of the initial inspection and final inspection reports and acceptance of each area by the FAA Site Representative shall be the basis for assessment of any damages, if any.
