About this file
This is a bid proposal document for the City of Los Angeles Department of Public Works Bureau of Engineering for the Broadway-Manchester Active Transportation Equity Project, a federally-funded transportation improvement initiative. The project spans 2.8 miles along Manchester Avenue (from Vermont Avenue to South Broadway) and South Broadway (from Manchester Avenue to Imperial Highway) in South Los Angeles, Council District 8. The project will implement protected bike lanes, improved medians, pedestrian refuge islands, curb extensions, sidewalk improvements, upgraded access ramps, pedestrian signals, improved bus stops, shade trees, landscapes, and irrigation systems. Bids must be received no later than 10:00 a.m. on September 23, 2026, at Los Angeles City Hall. A pre-bid meeting is scheduled for August 27, 2026, at 10:00 a.m. via Google Meet. The completion time is 560 calendar days, with liquidated damages assessed at $15,000 per calendar day. The project includes 220 line items encompassing demolition and removals, civil work, landscape and irrigation, street lighting, traffic signals, and storm drain improvements, with quantities ranging from single units to tens of thousands of square feet or linear feet.
The bid proposal is structured as a cash contract with an estimated total bid amount to be calculated by bidders using the provided schedule of work and prices. Bid items 2 through 9 are fixed-cost items with pre-printed dollar amounts totaling $4,140,000, and specialty items including mobilization, site conditions allowances, and environmental mitigation are identified. The prime contractor must perform at least 50 percent of the contract work with its own organization, excluding designated specialty items. Davis-Bacon prevailing wage rates apply to this federally-assisted project. A bid bond of at least 10 percent of the total bid amount is required, and the successful bidder must provide faithful performance and labor and material bonds. Bidders must hold a valid California Contractor's License Classification "A" and comply with numerous federal and state requirements, including the Disadvantaged Business Enterprise Program (currently suspended per interim final rule), California Senate Bill 854 registration, Buy Clean California Act requirements, Iran Contracting Act compliance, and equal employment opportunity provisions. The project is funded through federal sources (Federal Project No. ATPL-5006(895)) and is subject to Title VI of the Civil Rights Act and various labor compliance, safety, and environmental regulations.
