LIMITED-SOURCES JUSTIFICATION

AUTHORITY: FAR 8.405-6 and 40 U.S.C 501

SOL # 140D0420Q0258

This acquisition is conducted under the authority of the Multiple Award Schedule Program.

1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”

SOL# 140D0420Q0258

4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

The OCIO’s Program Management Division (PMD) is currently implementing an improved, more active form of IT Portfolio Management (IT PfM) that includes oversight and collaboration with bureaus and offices from across DOI's extensive billion-dollar IT enterprise. During the short-term period that PMD is working with AQD to compete and establish a long-term contract solution, Booz Allen Hamilton (BAH) is uniquely able to provide uninterrupted critical support to the OCIO/PMD. PMD’s IT PfM mission to engage and collaborate with DOI’s extensive federated enterprise, which is comprised of multiple and diverse bureaus and offices, requires a depth of knowledge and understanding of the mission, objectives and culture of those bureaus and offices. BAH has worked extensively with PMD over the preceding years in developing a depth of understanding of these diverse missions, objectives and cultures. This together with BAH’s technical expertise in the field of IT PfM enables BAH to provide support not only to OCIO/PMD, but to seamlessly support PMD’s critical oversight and collaboration with DOI bureaus and offices. This ensures uninterrupted service in critical areas of advanced governance and decision making, collaboration and required federal reporting on IT PfM which is essential to DOI’s mission.

By continuing to have BAH provide support services during this short-term period, DOI’s risk in these critical areas is reduced, because no ramp up is needed on understanding the complex nature and operation of DOI’s OCIO/PMD and bureaus and offices. Additionally, there would be no transition period where DOI would run the risk of degraded support due to onboarding a new company unfamiliar with the vast diversity of DOI bureau and office missions and objectives. Having BAH provide critical support enables the OCIO/PMD to continue progressing in the development and fielding of its improved active IT PfM tools, methods and connections with DOI bureaus and offices, and enables the department to continue moving forward without interruption towards achieving its short- and long-term critical goals and objectives.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).

AQD intends to procure these services awarding a Labor Hour task order. This award will be made against the General Service Administration (GSA) Federal Supply Schedule 70 Special Item Number (SIN) 132-51 Information Technology Professional Services.

Pursuant to FAR 8.404(d) GSA has already determined that the prices of supplies and fixed price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. The pricing negotiated with a significant discount by the GSA team on behalf of all Government agencies and determined to be fair and reasonable. The AQD Contracting Officer will seek further price discounts in accordance with FAR 8.404(d) and 8.405-4, use historical pricing, and make a separate determination as to the reasonableness of all price quotes prior to establishing the task order.

The required services are commercially available and widely provided to both the private sector and the Federal Government agencies; and it is anticipated the support is economically obtained.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Market research for this requirement included a review of the current contract/task order.

This task order D15PD00130 was originally awarded against an Indefinite Delivery/Indefinite Quantity (IDIQ) contract D12PC00518, which was a part of a suite of multiple award IDIQ’s issued by AQD. This order was awarded in 2015 and is currently due to expire in June 2020. The re-competition for a new contract is underway.

The labor categories utilized for the current effort were reviewed and compared to the contractor’s current General Service Administration (GSA) Federal Supply Schedule (FSS) 70, Special Item Number (SIN) 132-51 Information Technology Professional Services, and the Acquisition Gateway CALC tool. The GSA FSS was reviewed to determine the viability of the labor categories used with the current order; a sampling of labor categories was reviewed and it was determined that the labor categories on the contractor’s current GSA FSS are the same and/or similar to categories that are applicable to the new requirement.

The services required for this acquisition are readily available in the marketplace. The services are commercially and readily available through pre-existing vehicles via the GSA FSS program.

7. Any other facts supporting the justification.

Not Applicable.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made.

The work associated with this effort is a continuation of the work required to maintain continuity of operations. This justification is needed because the re-competition was cancelled due to the RFQ not accurately reflecting the needs of DOI OCIO PMD and the needs of the other divisions and bureaus. This decision was based upon the recent changes to the work requirements caused by the ongoing organizational restructuring in OCIO and the need to provide increased support to other OCIO divisions. The need for this service is on-going and a competitive re-competition will be underway. In order to facilitate a re-competition and to have a proper transition period, this short-term requirement is necessary to avoid a critical break in service.
