v1.5_JANUARY2020
BRAND NAME SPECIFICATION
FiBO 250 Advanced Fiber Testing Interferometer
PR 1300848482
DESCRIPTION OF REQUIREMENT:
The Naval Undersea Warfare Center Division, Newport Code 15 is tasked with providing repairs and refurbishments to towed array Fleet assets at the Naval Array Technical Support Center (NATSC). Interferometers are used to verify the end face geometry of polished optical termini in order to meet specific standards to ensure optimal performance in the repair and refurbishment of Fleet towed array cables and modules.
NUWCDIVNPT’s Code 15 requires two FiBO 250 Advanced Fiber Testing Interferometers. The Government anticipates the total value of this procurement is $60,000.
The Government’s minimum requirement is specified as follows.

BRAND NAME SPECIFICATION :
v1.5_JANUARY2020
NATSC currently employs one (1) FiBO 250 interferometer to verify end face geometry of polished optical termini in towed array modules throughout the course of module repair. The interferometer has been in service for more than two years and was initially identified by the fiber optic subject matter expert (SME) at NATSC. The FiBO 250 is ruggedized and robust enough to be setup in a mobile configuration to allow for bench-side use along the approximately 200’ long benches at NATSC during the course of a towed array module repair. Other interferometer models are designed to be used in a single, static location as fiber optic interferometer setups are very delicate and require a non-mobile dedicated workspace.
The purchase of any model other than the FiBO 250 would provide incompatible parts that cannot be interchanged with the current FiBO 250 in use. Therefore, additional parts and accessories would need to be maintained for both the FiBO 250 and any other models. This would increase the logistics footprint required to maintain spare parts for different interferometer models and any new model interferometers, as well. In addition, the FiBO 250 utilizes custom software that no other interferometers are compatible with. Using different interferometer models will increase the likelihood of mistakes on the manufacturing floor. Since different models of interferometers would yield different readings, the likelihood of inaccurate readings would greatly increase if interferometers were exchanged during testing. The interferometers are not used in static locations which increases the likelihood of different interferometers being used for testing. Therefore, it is necessary to use the same model interferometer as inaccurate measurements can be translated to failures in the Fleet and result in an increase in assets needing repair. By having the same model of interferometer on the manufacturing floor, risk of inaccurate measurements being taken is greatly reduced and thus reduces the chance of discrepancies.
Additionally, another interferometer model would require the retraining of all personnel that currently use the FiBO 250 and the rewriting of all NATSC work instructions, which have been developed specifically to the use of the FiBO 250. The procurement of any other interferometer would require all NATSC manuals and work instructions to be updated with all new interferometer information and the specifications used by any alternate test asset. It is estimated that it would require two months to re-write and verify the work instructions and an additional month to re-train the workforce, which has the potential for delaying the test and repair of Fleet assets. Therefore, it is in the Government’s best interest to procure the same model interferometer due to the negative impacts to the Fleet as detailed above.
