BRAND NAME JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

From: Code 611

To: Code 02 Acquisition Branch

Subj: Brand Name Justification

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND

DELIVERY REQUIREMENTS

A phased array ultrasonic testing (PAUT) system featuring raw data Full Matrix Capture (FMC) and Total Focusing Methods (TFM) saving capabilities, that can withstand typical shipyard handling, is needed to be able to analyze data after inspection to enable the development and acceptance criteria of FMC/TFM at Naval Surface Warfare Center Carderock Division (NSWCCD). The ability to be upgraded to more active channels is required for future capabilities. The PAUT with FMC/TFM will enable more coverage, accuracy, enhanced understanding of material properties and defects, and have higher resolution for indications detection. The previous PAUT system at NSWCCD does not have FMC/TFM capabilities, thus no ability to save FMC/TFM data. The previous PAUT system is not upgradeable to these requirements. The estimated value for this new PAUT with FMC/TFM saving capabilities is

Manufacturer: Zetec, Inc.

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON UNIQUE

QUALIFICATIONS OR NATURE OF THE ACQUISITION

Zetec, Inc. is the sole manufacturer of this material because they are the only company that produces a PAUT with FMC/TFM raw data saving capabilities that portable and robust enough for shipyard environments (as per MIL-STD-810G has fully integrated portable PAUT system featuring up to 32 active channels on up to 128-element probe. This instrument can either use the same 32 transmitters and receivers or can be operated in pulse-receiver (PR) mode using up to 32 channels as transmitters and 32 others as receivers for advanced inspections, bipolar pulsers. The requested system is compatible with current phased array transducers and wedges owned by NSWCCD, when used with an

28 a critical need for sophisticated PAUT work at NSWCCD.

Olympus offers a PAUT FMC/TFM units with varying active channels and elements, but all Olympus PAUT FMC/TFM systems cannot save raw FMC/TFM data.

AOS/TPAC offers a PAUT FMC/TFM units with varying active channels and elements, but all AOS/TPAC PAUT FMC/TFM systems is not suitable for field work ( AOS/TPAC systems are more suited for lab settings), due to the required continuous connection to a computer/laptop. Although this system can save raw FMC/TFM data, adoption of the system into shipyards and the fleet is not feasible.

An award to any brand other than Zetec would result in (a) substantial duplication of costs to the US Navy which would not be recovered through competition, (b) unacceptable delays in the ultrasonic inspections, and (c) prolonged research and development efforts in ultrasonic methods.

3. MARKET SURVEY

A February May 2020 search of the marketplace for a PAUT systems with TFM/FMC data saving capabilities did not identify any companies other than Zetec Inc. that are currently providing requested features. Current PAUT transducers and wedges at NSWCCD are Olympus brand, but can be used on Zetec brand PAUT systems when used with an adaptor. Zetec, Inc. has authorized resellers for their products
