Single Source Justification (Simplified Acquisition)

SOURCE SELECTION SENSITIVE

March 2018 SOURCE SELECTION SENSITIVE Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: OL_H/PZIMB

Project/Program Name: Thermal Spray Powder Feeders

Purchase Request/Identification Number: Alexsys # 9353

Estimated Contract Cost (including Options): $75,140.00

Section B: Description of the Supplies/Services Required

The 532 CMMXS requires the purchase of 4ea Model 1264 Powder Feeders, Cable and Pinch Valve Kit.

The contractor shall provide:

Description / Part Number / Quantity

Model 1264 Powder Feeder / 800284 / qty 4 Cable, Interconnect, Junction box / 610654 / qty 4 Kit, Pinch Valve / 601163 / qty 4

Section C: Justification for Soliciting from a Single Source or Brand Name

System in use in building 511 is a Praxair Thermal Spray system. The Praxair powder feeder is the only powder feeder compatible with the current Thermal Spray System in use. Any other brand would require a redesign of the system, purchase of additional integration equipment, and additional software programming to accommodate them, all of which would cost more than the value of the powder feeders themselves. It has been determined it would not be cost effective to the government to remove all the existing equipment/material and replace it in its entirety. Therefore, Praxair is the only brand capable of fulfilling this requirement.

Section D: Efforts to Obtain Competition

Contacted Praxair via email on 21Oct21 for a list of authorized dealers. Praxair responded and confirmed there are two authorized dealers. The two authorized dealers were Astro Alloys and Midwest Thermal Spray INC.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Any future system upgrade purchases would be weighed across multiple sources, but each of these systems would have the same issue down the line, due to the nature of the system. At this time, Praxair is the only brand capable of fulfilling this requirement. Future market research shall continue to be conducted in order to locate additional sources of parts, as they appear.
