About this file
This document is a single source justification for the Department of Veterans Affairs Oklahoma VA Health Care System Network Contracting Office to enter into a new firm-fixed price contract with Medicor (DBA Lead Technologies) for additional MiPACS Dental Viewer licenses. The justification cites that MiPACS is the dental viewing software currently used at the main facility and two community-based outpatient clinics that is compatible with their dental digital radiology management plus package, computerized patient record system, and Vista imaging system. Market research found that no other dental imaging licenses are compatible with their MiPACS system and MiPACS provides superior image quality and tools. The justification certifies this as a bona fide need and was last updated on February 1, 2022. The related federal contract opportunity is solicitation number 36C25923Q0602 for 6520--635-MiPACS issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Oklahoma VA Medical Center proposes to enter into a new firm-fixed price contract for Medicor’s (DBA Lead Technologies) MiPACS Dental Viewer Licenses. This is a software license needed by OKC’s Dental in order to view dental related captured imagery.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
MiPACS is the dental viewing software currently used and this request is for additional licenses that are used at the main facility and two CBOC’s. MiPACS is currently the approved software application by Office of Dentistry for the capture of dental images and is compatible with Dental DRM plus package, CPRS and VISTA imaging. No other dental imaging licenses are compatible with MiPACS.
MiPACS has the advantage of placing the images in the standard dental viewing format which other softwares are unable to do. The quality of images captured with MiPACS are also superior to other digital softwares available that are compatible with the VA system. It comes with several measuring tools and image modification that are vital for performing dental procedures.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was conducted by searching Vendor Information Pages (VIP), the Federal Procurement Data System (FPDS), GSA Advantage, and SAM.gov. Four Points Technology was identified as an SDVOSB capable of meeting this requirement as the sole distributor of the manufacturer, Medicor (DBA Lead Technologies). Medicor is the manufacturer and is also a distributor for the requested software licenses.
5. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
