About this file
This document is a Brand Name Justification for the procurement of Auxiliary Bay 9 (AB-9) spare parts to support the testing of various weapon systems. The 556th Software Engineering Squadron (556 SWES) requires these AB-9 spare parts, specifically a FC Simulyzer in PXIe Card Format (4GB) and a 4-Module Bus Test Instrument, to ensure continued testing capabilities for the B-1, B-2, B-52, C-130, and KC-135 weapon systems. The parts are made to the original equipment manufacturer (OEM) Teradyne's specifications and are not commercially available. A market research effort was conducted, but no other viable sources were identified. Therefore, it is requested that the Teradyne brand name equipment be procured to meet the program office and warfighter requirements. The related federal contract opportunity, Solicitation Number FA813924Q0025, is for the Auxiliary Bay 9 Spare Parts, with the Department of the Air Force Materiel Command Air Force Sustainment Center as the procuring agency.

SUBJECT: Brand Name Justification for S24-036 AB-9 Spare Parts
1. The 556 SWES engineers and maintains Test Package Sets (TPS) for the B-1, B-2, B-52, C-130, and KC-135 Weapon systems. The TPSs are designed using the Versatile Diagnostic Automatic Test Station (VDATS). All equipment is strictly managed and approved prior to use. Deviation is not advised because of system operating software, obsolescent cost of replacement, and commonality between stations.
2. S Auxiliary Bay 9 (AB-9) is essential in the testing of vital systems and components when VDATS testers cannot meet the necessary testing requirements. Having these instruments on hand will ensure us having testing capabilities all year long. If AB-9 was to break without these spare components we would be unable to use it for the better part of a year due to the long lead time from Teradyne. The components are not standard products, but are instead made to Teradyne’s specifications. Teradyne is the original equipment manufacturer (OEM) and the parts are listed in the AB-9 T.O. (included in the folder). Please also see EmailCorrespondence.pdf for clarification on BI-411-01.
3. Therefore, it is requested that Teradyne Brand Name equipment is procured to meet all the requirements of the program office and subsequently the warfighters.
4. In accordance DAFMAN 17-1203, mandatory use buying programs were researched in order of precedence. This effort was performed to identify companies that could provide AB-9 Spare Parts in support of 76 SWEG. The mandatory DOD ESI Software Search Tool yielded no responses. GSA2GIT RFQ # 1669533 was issued to (52) vendors and resulted in 20 vendor responses; of those, we received (0) ROMs. A “NASASEWP” RFQ294435 was issued to (129) vendors and received (2) ROM’s. Of those ROM’s (1) was not viable due to being a partial ROM. There is currently one (1) vendor who can provide this hardware via mandatory source, NASA-SEWP. A small business set-aside is recommended.

6. I have determined, in accordance with FAR 13.106(b)(1), that the circumstances of this contract action deem a specific brand name to be required.
