II. Nature and/or description of the action being processed.
MOHAWK Sector BT285 Color: Granite 7948 Qtr Turn Carpet
III. Description of supplies/services required to meet agency needs.
The contractor shall furnish all labor, parts, tools, materials, equipment, transportation, personnel, management, and supervision necessary to remove existing flooring and install new carpet tiles in the building on Davis-Monthan Air Force Base (DMAFB), AZ in accordance with manufacturer's specifications, industry standards, and business practices.
IV. Statutory authority permitting Other than Full and Open Competition.
FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The requires the procurement of carpet tiles and installation of MOHAWK Sector BT285 Color:
Granite 7948 Qtr Turn. In accordance with the Air Force Commodity Council (FCC) Carpet Ordering Guide, a waiver has been routed and approved for the procurement of the brand name carpet tiles. Specifically, this carpet is required to match existing carpet that was installed in Bldg 130 on Davis-Monthan Air Force Base in 2019.
According to the Mandatory Use Policy letter, dated 5 December 2012, installation services at Air Force (AF) installations in the contiguous United States will utilize the ordering process outlined in the AFCC Carpet Ordering Guide_March 2020. The process states that local AF contracting offices will compete amongst local vendors who shall purchase from one of the awarded Tier I vendors for the carpet materials. This process will still be followed, with the detail that the carpet for the vendors to purchase will be a specific carpet tile and manufacturer.
The appropriate waiver to "Match Carpet" has been approved through AF FCC on 5 June 2020. The manufacturer, MOHAWK, was contacted to confirm the requested carpet is available on the Tier I Air Force Contract.
Therefore, there is a reasonable basis to conclude that because the requested material is available by brand name from a wide variety of suppliers, that a brand name restriction under FAR Part 6.302-1(a)(2) is applicable.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Competition will be obtained through a Total Small Business Set-Aside. Multiple small businesses have been found capable of meeting the requirement.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Proposed price will be determined fair and reasonable in accordance with applicable Federal Acquisition Regulation procedures.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research for this requirement included a review of previous acquisition history and accessing known source lists that offer services of this nature. Market research utilized online websites to review the commercial marketplace and the capability to satisfy the proposed acquisition. Multiple small business vendors were contacted and confirmed their interest and capability in this requirement.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customers' needs in a timely manner. The unit is always looking for additional vendors via the Internet, previous acquisition history research, and known sources.
