About this file
This justification document outlines the requirement for a tail rotor blade balancing kit for the Arizona Army National Guard. The kit will include an Avion Virtual Master Blade, part number AV-002-001, to be procured from Avion along with setup and training at the Arizona Army Aviation Support Facility. As dictated by the applicable Air Worthiness Release, only the Virtual Master Blade from Avion is authorized to perform static balancing of tail rotor blades for UH-60 helicopters. While several vendors sell Avion products, the justification cites the Air Worthiness Release specifications as limiting the requirement to the single authorized brand from Avion. The contracting officer certifies this as the only brand meeting the government's requirement and in its best interest, and approves the justification to limit competition subject to funds availability and authorization of the required supplies.

The purpose of this project is to provide the AZARNG a tail rotor blade balancing kit. The AZ ARNG currently does not have the capability to balance tail rotors – this leads to the requirement to send tail rotors to the depot level. The blade balancer kit will procured with the requirement for setup and training at the AASF facility
The Air Worthiness Release (AWR) specifically dictate what manufacturers and/or models will be used based on their extensive equipment testing and test flights. For Tail Rotor balancing on an UH-60 series helicopter the Aviation
Manufacturing Virtual Master Blade (VMB) is the only authorized tool to perform static balancing of tail rotor blades. The
VMB provides an easy to use tool that accurately measures the blade’s span and chord moments and generates recommended weight adjustments to return the blades to the original manufacturer’s product specifications
Based on the required AWR, current equipment standardization and operator training and familiarity only one brand name source is acceptable to meet this requirement. Several vendors sell the products and an open market bid is expected to create competition. Three separate small business vendors have been identified to include the manufacturer of the product

There is currently only one authorized manufacturer of the product based on the AWR. Placing the requirement as a small business set aside on the open market on SAM.gov will increase competition.
