CUI//SP-PROCURE

Control No: JA-22-Hua-268

Memorandum for Record – Limiting Competition at or below the Simplified

Acquisition Threshold

1. Contracting Activity: U.S. Army Contracting Command Aberdeen Proving Ground (ACC-APG), Huachuca Division

ATTN: CCAP-CCH

2133 Cushing Street, Building 61801 Fort Huachuca, AZ. 85613-7070

2. Description of Action: This Brand Name Justification has been prepared to procure the Sunol JB6 antennas in support of the United States Army Electronic Proving Ground (USAEPG), Fort Huachuca, Arizona. The anticipated types of funds are Fiscal Year (FY) 22 Research, Development, Test and Evaluation (RDT&E) funds. This resultant contract will be a Firm-Fixed Price.

3. Description of Services or Supplies: The USAEPG requires the additional procurement of a brand name Sunol JB6 antennas to replace current JB6 antennas at the end of their product life for the Antenna Test Facility (ATF). Research was performed on ruggedized measurement antennas with and active receive band from 30 MHz - 6 GHz, specifically with identical weight and dimensions. The current antenna in use at the ATF is the Sunol JB6 and JB3 variants.

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited: The Sunol JB6 is the primary/standard antenna used for 30 MHz - 6 GHz antenna range. The finish (coating) is a non-reactive powder-coat that not only protects the integrity of the frequency-based length antenna elements, but also reduces any effects from rain, snow, and dust.

Several antennas in the 30 MHz - 6 GHz antenna range have either been previously purchased or demonstrated at the ATF, including, but not limited to, Advanced Research (AR), ETS Lindgren, and Rhode & Schwarz (R&S).

The three-antenna calibration standard, and the method of calibration used at the ATF, requires "like" antennas. This "best practice" standard is required and performed before and after each test. Verification and validation scans are also used periodically throughout each testing day. Therefore, the current, albeit outdated, cadre of Sunol JB3 (in limited circumstances) and Sunol JB6 would still be able to be used for calibration, verification, and validation before test. Acquisition of a new antenna type would require the purchase of multiple additional antennas to perform said calibrations, validations, and verification scans at an additional cost to the government.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply, and will be followed. Action is a brand name restriction. It will be redacted and posted.

7. Market Research: Research for alternate companies to provide antenna within the required 30 MHz - 6 GHz antenna range, were performed online and sources in the industry. We conducted with current models at the ATF and product demonstrations of new makes and models.

The AR model LPD-310A is an antenna modular design with removable components and cannot perform accurately above 200 MHz. The ETS Lindgren model 3142E showed degraded performance under any condition that involved moisture. The R&S model HL562E was unable to withstand one week of testing without accruing significant damage resulting in inaccurate measurements. The Sunol JB3 is rated for 30 MHz - 3 GHz and unable to perform above 3 GHz.
