About this file
This document is a Brand Name Justification form for the U.S. Coast Guard Surface Forces Logistics Center, specifically addressing cone sleeves for the USCGC Mackinaw's dual azipod propulsion system. The justification is based on FAR 5.102(a)(6), FAR 11.105, and FAR 13.106-1(b)(1), which allows for brand-specific procurement when alternative products cannot meet agency requirements. The Coast Guard argues that the original equipment manufacturer (OEM) parts are critical components, and without the proprietary drawings and technical data, they cannot ensure the compatibility or effectiveness of alternative parts, which could potentially cause damage to the ship's propulsion system.
The associated federal contract opportunity (Solicitation Number 70Z08525Q40137B00) is for 4 cone sleeves with NSN 3110-01-F13-3405, to be delivered by 01/06/26. The solicitation is a competitive Request for Quote for commercial items, with quotes due by 07/29/25 at 12 PM EST. The procurement will be a Firm Fixed Price Purchase Order, with specific packaging requirements following MIL-STD-2073-1E Method 10. Vendors must be registered in SAM.Gov, with invoicing to be processed through IPP, and shipping to the USCG Surface Forces Logistics Center in Baltimore, MD.

(b) (1)
BRAND NAME – Items peculiar to one manufacturer: The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED
THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
These cone sleeves are used on USCGC Mackinaw’s dual azipod propulsion system. They are critical components, the failure of which could cause damage to the ship's propulsion system. The OEM parts are known to be fully compatible with the existing propulsion system. The USCG does not possess the proprietary drawings, design, and technical data that would be needed to determine the compatibility of alternate parts.
The Coast Guard did not purchase the manufacturer's proprietary data rights and therefore cannot determine with certainty that an alternative part number would mount to, interface with, or operate effectively with Coast Guard Cutters. Failure of an alternative part, not conforming to the OEM's specifications, could cause damage to the cutters.
The manufacturing drawing and specifications have not been purchased by the Coast Guard.
