About this file
This document is a set of responses to questions regarding an Invitation for Bid (IFB) issued by the Maryland Department of Transportation State Highway Administration (MDOT SHA) for the MD 214 at Addison Road-Seat Pleasant Station Pedestrian I2V Deployment project in Prince George's County, Maryland. The project involves the deployment of Dedicated Short-Range Communication (DSRC) or Cellular Vehicle-to-Everything (C-V2X) roadside units to provide continued presence messaging to wireless devices. The contractor is responsible for installing the devices, managing the SCMS authority enrollment, and providing the required DSRC or C-V2X functionality. The IFB has a targeted contract award date of August 10 and requires the contractor to complete the installation within 6 months, pending FCC licensing, with a total contract period of 12 months.
The IFB specifies that this is a small procurement with a cost cap of $50,000. The contractor is responsible for all costs associated with the project, including subscriptions, internet connectivity, and maintenance of traffic during installation. Bidders are not required to disclose exact rates but must provide representative average rates and equivalent hours. The MDOT SHA's Office of Information Technology will provide guidance and coordination to ensure compatibility and cybersecurity between the contractor's system and the MDOT SHA network.

Section 1.2
aa. Q1 How often should the message be sent out for continued presence of a pedestrian?
The message should be continuous, but if the question is the number of ‘sends’ per seconds, it should be at minimum five (5) times per second.
ee. Q2 Is it the contractor’s responsibility to enroll the wireless device with SCMS authority identified by the contractor? If such an implementation requires a billing subscription, would the contractor be paying for it through the duration of the project?
The contractor is responsible for all payments to ensure the system is operational throughout the duration of the contract, which includes any costs associated with subscriptions to ensure SCMS is functional.
Q3 Would there be an active internet connection provided to the device in the field for downloading any such certificates?
There is a connection to the state fiber network at the intersection in question. The contractor does not need to pay for use of the fiber in this location. All other internet or communication infrastructure costs are on the contractor to supply.
Section 1.13 Is this something we can confirm? Leidos would not try to work with Florida and some other states due to the fear of losing the edge by having to disclose rates due to confidentiality laws. Do we know what the law states for Maryland?
All bid documents are made available to the public once a contract is awarded. Contractors are not required to share exact rates during the bid, rather categories of rates (e.g. project manager) can separately be calculated by the contractor and only a representative average rate and equivalent hours be shown; however, the total cost of the project bid is public information.
Section 1.3 Q4 What will be the form of deliverable?
See section 3.2.4 for schedule and deliverables. Generally speaking, the project is a deployment of technology with associated specifications documents and JSON feed.
Section 1.10 Q5 Leidos is respectfully requesting to extend the Bid due date to July 24, 2020, Friday.
Bids will not be extended at this time, but if no bids are submitted an extension might be considered.
Section 1.14 Q6 What is the estimated price range for this opportunity?
This invitation for bid is a small procurement, which requires the cost remain under $50,000.
Q7 What is the approximate start date of this project?
It is expected the contract will be signed with the selected contractor by August 10. All dates are approximate based on Department and contractor coordination.
Section 2.1.4 Q8 Are we required to provide current or prior State Contracts for all sub contractors as well?
No.
A. Q9 Will the contractor be responsible for physically installing the device(s) and required to complete the installation by diverting traffic and maintaining an active work zone through the course of the installation? If yes, would such permission be provided to the contractor?
The contractor will be responsible for installation of all the devices, including any maintenance of traffic that results in closures of the roadway or pedestrian facilities during said installation. Permissions for closures will be provided after the maintenance of traffic plans are approved by MDOT SHA. See Section 3.2.4 for additional details.
Q10 Is the permission for the drilling of 6 holes limited for the entire project? Or is it per device if the contractor see the need for mounting multiple devices?
Per device, if mounting multiple devices.
Section 3.2.1.3 D. Q11 Are the dual mode RSU’s expected to perform simultaneous DSRC and C-V2X operations at any point during the contract?
No. The contractor is only responsible for activating the DSRC or the C-V2X license as proposed by the contractor for the full functionality of the system. The explanation on how to switch to one or the other should be included in the specifications documentation for MDOT SHA to understand how to do the work in-house if the switch were to occur at a later date.
E. Q12 Would the contractor have access to power and network back haul from the signal cabinet?
Yes – AC power from the signal cabinet is available but must be wired by the contractor.
Q13 Would guidance be provided for making the network interface for the device compatible with MDOT SHA? Could such a list of requirements be provided as a response to this question?
Guidance and coordination will be provided by MDOT SHA’s Office of Information Technology – they will work directly with the contractor to ensure compatibility and cybersecurity.
F. Q14 Having noted that the IFB provides guidance for obtaining FCC licensing, in certain cases in the past, the FCC has denied the provisioning of license for radio frequencies within the 5.9GHz bandwidth in the past. If the contractor has completed all the necessary requirements to make the request to FCC, are there any provisions made to accommodate any delay or denial in the provisioning of license(s)? (3.2.4.3. States that the contractor will have deployed the devices within 6 months pending FCC license. Would the period of performance still be fixed at 12 months?)
If delays occur at the FCC to acquire the license, MDOT SHA will allow flexibility in the schedule provided under Section 3.2.4.3 to extend up until the 12-month mark. If the delays appear like they might push beyond the 12-month timeline, MDOT SHA will consider extending the contract.
G. Q15 To ensure this condition, would the contractor be allowed to set up a computer within the on the MDOT network within the MDOT SHA ITS division to monitor the equipment in the field?
No computer devices should be provided to MDOT SHA for monitoring of the system. The only allowance would be the installation of software on already owned MDOT SHA laptops to monitor the system.
I. Q16 As noted by the IFB, the contractor may not be able to control third party device applications to show “pedestrian present warnings”. Would the proof of conformity with the SAE J2735 message standard and the relevant IEEE 1609.2 and 1609.3 standards upon the receipt of the wireless broadcast on a wireless “sniffer” device be sufficient as the proof of interoperability? The OBU devices must be expected to provide warnings through proprietary applications that could ingest the messages set up for broadcast by the contractor.
Correct. A sniffer test demonstration would be sufficient. The requirement of the JSON feed should also be met (See Section 3.2.1.4).
Section 3.2.1.4 Q17 Would the contractor be provided with access to configure the MDOT SHA firewall to provide access to the incoming stream from the field? Would a connection to the MDOT SHA network be made available to the contractor for connecting detection devices installed in the field?
Yes, guidance and coordination will be provided by MDOT SHA’s Office of Information Technology – they will work directly with the contractor to ensure compatibility and cybersecurity.
Section 3.4.1 Is this something that we have as a blanket insurance policy for the group? Or would it have to be accounted for through this project?
The insurance requirements are meant to cover the contractor during the installation of devices (e.g. maintenance of traffic).
