About this file

This is a Request for Information (RFI) document issued by the Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) seeking vendor feedback on television programming delivery solutions for correctional facilities. The RFI solicitation number BPM006918 seeks detailed information on new, existing, and updated technologies for broadcasting live television programming in correctional environments. ADCRR currently operates approximately 14 head-end systems across 13 facilities with a combined total of approximately 17,219 televisions distributed across multiple complexes ranging from 185 to 3,480 units per location. The RFI responses are due by April 30, 2025, at 3:00 PM Arizona Mountain Standard Time, with written inquiries due by April 30, 2025, at 9:00 AM MST through the Arizona Procurement Portal. This RFI is not a formal solicitation and responses cannot form a binding contract; however, it will inform potential future procurements.

ADCRR currently contracts with Satellite Management Services to deliver satellite television through Dish Network and has tablets deployed for inmate use across facilities. The RFI requests vendor information on available technology options including streaming, satellite, and fiber optic delivery methods; "all in one" solutions as alternatives to traditional cable and set-top boxes; benefits and challenges of proposed solutions; implementation timelines following award; and any additional relevant information. Responses are not offers and will remain confidential until procurement conclusion or two years from the RFI due date, whichever occurs first. The State has no obligation to issue a formal solicitation following this RFI process, and respondents bear all associated submission costs. Questions must reference applicable page and paragraph numbers and be submitted through the Discussion Forum in the eProcurement system.
