About this file
This document is a Youth Mentoring Program Procedural Manual issued by the Arizona Department of Economic Security's Refugee Resettlement Program (RRP). The manual is specifically applicable to Youth Mentoring Program (YMP) Service Providers and DES employees, operating under the authority of the Office of Refugee Resettlement (ORR) and guided by Policy Letters 16-01 and 22-09. The program focuses on providing mentoring services to eligible participants in Maricopa and Pima Counties.
The manual outlines comprehensive services for refugee youth, including case management, mentoring, educational support, vocational training, and social engagement activities. Key program requirements include recruiting and training mentors, developing individualized Self-Sufficiency Plans (SSP) for participants, providing monthly case reviews, and documenting all services in the Arizona Refugee Resettlement Program Online Data System (ARRPODS). Performance measurements require 100% client documentation, provision of educational and social activities, completion of periodic surveys, and referral to relevant services. The program aims to support refugee youth in achieving educational, vocational, personal, and social goals through structured mentoring and comprehensive support services.
