7.5. Contractor should demonstrate in their proposal that they have at least two (2) years of experience providing substance use disorder treatment program services to incarcerated individuals.
The offeror has developed and maintained a therapeutic community through its relationships with a network of workforce development community partners, Arizona Health Care Cost Containment System
(AHCCCS) health plans, AHCCCS Office of Member and Family Affairs, AHCCCS Targeted Initiatives
Program, ADCRR Community Corrections and ADCRR institutional staff, and primary care and behavioral health providers that have all together enhanced the evidenced-based curriculum and safe supported housing environment that meets the needs of ADCRR’s goals and objectives upon release.
The offeror currently provides a continuum of services that are evidenced-based, trauma informed and gender specific. The offeror provides extensive case management services to assist with reentry needs including identification, education, pre-job skills, open or pending criminal charges, housing, and continued treatment services after completion of the program. The offeror delivers substance abuse treatment through the intensive outpatient group sessions in a psycho-educational setting through evidenced-based curriculum with topics spanning from trauma to substance abuse and relapse prevention. The offeror currently provides anger management/emotional regulation counseling, mental health counseling, cognitive skills/communication, certified peer navigators/mentors and community-based opportunities that address social determinants of health.
As an expert in post-release treatment, we are eager to provide the requested services in hopes to provide a more complete continuum of care to this population. With the opportunity to touch the hearts of these individuals while still inside prison, their greater probability of success would enhance our communities as well as our agencies efficacy.
The offeror, since it’s conception in 2020, has exclusively worked with adult male and female justice contacted populations. Out of the thousands of individuals that the offeror has treated for substance use disorder, the majority of them have been referred directly from ADCRR state prisons. Since there has been significant communications with Correction’s Officers on every state prison in Arizona, private and public, we are aware that most COIIIs and COIVs are aware of the offeror’s mission efforts and programs. We an provide a contact list of over 350 COIIIs and COIVs to demonstrate our experience of working with this exclusive population.
The offeror is continuously compiling research resources and data gathered from working with ADCRR’s population. And by this time next year we will be able to conclude our first 3-year recidivism review of releases. We have consolidated this rolling data as compared to other contracted programs data and found that our metrics are far outperforming the current status-quo.
Of the 2021 referrals to New Freedom, only 13.1% have returned to ADCRR (sum of violations plus new charges) since having been discharged from the program. Based on the most recent data provided in the
FY22 Transition Report, this is 67% less than the recidivism rate of individuals who did not meet the eligibility criteria of the transition program (40.2%), and it is 62% less than individuals that did go through the Transition Program (34.4%).
26 | P a g e S o l i c i t a t i o n B M P 0 0 5 0 8 2
Although we believe our innovative approach to caring for this population is noteworthy, it’s more compelling that these results were achieved from inmates with charges of all types. Roughly half of our offender population, who’re included within these results, did meet transition program eligibility criteria and would have, by the Department’s own classification, made them a higher risk of recidivating; yet the data shows that New Freedom is raising the bar.

Total New Freedom Intakes Since Oct. 1, 2020

Technical Violations 509 27.2% 2,246 28% 136 11.9% 285 10.4%
New Felony Convictions 133 7.1% 977 12.2% 14 1.2% 35 1.3%
Total returned to ADCRR 642 34.4% 3,792 40.2% 150 13.1% 320 11.6%
It should be noted that, as we present these reincarceration rates we acknowledge that recidivism typically uses a 3-year review process, we are not intending to mis-represent. That being said, studies show that risk of recidivating is highest within the first 6 months of release and still high within the first year compared to the following years 2 and 3. As we approach our 3rd year, we look forward to reporting ground-breaking recidivism results. We look forward to working with the Department to further expand care in support of the offenders, taxpayers, and the safety of our communities.
