About this file
The document is an Evaluation Report for Solicitation No. BPM004210 for Environmental Training, Curriculum Materials and Instruction. The evaluation committee reviewed proposals from multiple contractors including Virtual Technology, Terracon, PG Environmental, Kary Environmental, Geosyntec Consultants, Excal Visual, ETC Compliance, and Central Arizona Mountain Rescue Association. The report details the scoring and evaluation of these offerors across three primary criteria: Experience & Capacity (450 points), Method of Approach (350 points), and Overall Price Proposal (200 points).
The proposed training and instructional areas include specialized environmental and safety certifications such as Air Quality, RCRA, Hazmat, AHERA, MSHA, CPR/First Aid, Wilderness First Aid, Drone Operations, Confined Space, Fall Protection, Border Safety, and customized training programs. The evaluation committee recommends awarding contracts to all eight contractors, indicating a multi-vendor approach to environmental training services. Each offeror was scored on meeting expectations, with most receiving "Meets Expectations" ratings across experience, approach, and pricing criteria. The solicitation appears to establish an indefinite delivery vehicle for environmental training and curriculum development services, allowing state agencies to access a pre-qualified pool of training providers.
