About this file

This document is an evaluation report for Solicitation No. BPM004175 for "Tanks Services" conducted by a state procurement agency. The evaluation committee reviewed proposals from multiple environmental and engineering consulting firms, including Adams & Wendt, Atlas Technical Consultants, Brown & Caldwell, Environmental Technology, Geosyntec Consultants, Groundwater & Environmental Services, Hydro Geo Chem, Matrix New World Engineering, SCS Engineers, Stantec Consulting Services, Terracon Consultants, Terranext, Tetra Tech, Western Technologies, and Wood Environment & Infrastructure Solutions.

The solicitation appears to be for comprehensive underground storage tank (UST) services, including permanent closure, site investigation, remediation testing, design and implementation, and risk evaluation and assessment. The evaluation was conducted using a multi-factor scoring system with four main components: Experience and Capacity (500 points), Proposed Approach (350 points), Cost Proposal (150 points), and Multi-Category Bonus (100 points). Proposals were evaluated across multiple categories, with most firms scoring between 70-100% and receiving comments highlighting their relevant projects, experienced personnel, and qualified subcontractors. The evaluation recommends awarding contracts to all 15 participating firms, suggesting this is likely a multiple-award indefinite delivery vehicle allowing agencies to compete task orders among the selected contractors.
