About this file
This is a geotechnical foundation investigation report prepared by the Missouri Department of Transportation (MoDOT) Construction & Materials Geotechnical Section for a new salt mixing building at the Fayette Maintenance Facility in Howard County, Missouri. The investigation was conducted at the request of Allen Wankum on January 29, 2025, and completed on October 17, 2025. Four borings were performed at the proposed structure site, with drilling conducted on August 18, 2025, using hollow stem auger equipment with split-spoon sampling methods. The investigation included subsurface analysis, boring logs, coordinate and elevation data, and a subsurface diagram to characterize soil conditions for foundation design purposes.
The investigation findings indicate that a net allowable maximum bearing capacity of 2,000 pounds per square foot (psf) may be used for the proposed standardized structure, with estimated settlement expected to be one inch or less. Key recommendations include removal of deleterious fill materials and asphalt from the building site; proof rolling of cut and fill areas with loaded tandem axle dump trucks; compaction of new fill material to 95 percent of standard proctor maximum dry density; embedding shallow foundations a minimum of 36 inches below finished grade for frost protection; minimum footing widths of 2.5 feet for spread footings and 1.5 feet for strip footings; placement of a minimum of 12 inches of granular fill beneath floor slabs due to moderate to high plastic soils capable of swelling; and site grading designed to maintain positive drainage away from the building with minimum surface grades of 5 percent on gravel areas and 2 percent on paved surfaces to minimize groundwater contamination risk near the existing salt dome.

SUBJECT: Foundation Investigation for Salt Mixing Building Job No. Fi3110 Fayette Maintenance Facility, Howard County
A foundation investigation has been conducted for a new salt mixing building in Howard County for the Fayette Maintenance Facility, as requested by Allen Wankum on January 29, 2025. Attached are logs of boring for the subject project, an aerial photo showing boring locations and subsurface diagram. Coordinate and elevation data were provided by Central District Survey.
Existing Conditions
The topography in the immediate area of the planned structure is relatively flat and gently drains to the north. A fabric salt dome is located west of the proposed structure. The area between the salt dome and the proposed structure is currently being used for storage of snow plowing equipment. Some of this equipment encroaches on the footprint of the proposed structure, however, it is expected to be removed prior to construction.
Four borings were completed at this site and encountered deleterious fill materials consisting of gravel, and fragments of asphalt pavement to depths ranging from approximately 0.4 to 1.0 feet.
Beneath the surficial fill a low plasticity clay was encountered, underlain by very stiff glacial till composed of lean clay and scattered gravel. The glacial till extended to the depth of termination in each boring.
At the time of our investigation, groundwater was not encountered in any boring, however groundwater levels are subjected to fluctuation in depth due to precipitation and seasonal weather conditions.
Recommendations
The following recommendations are based upon information provided regarding the proposed building and conditions observed during the foundation investigation. We understand the proposed facility has a standardized design that has a foundation system designed based on a maximum bearing capacity of 2000 pound per square (psf). A net allowable maximum bearing capacity of 2000 psf may be used for the proposed structure at this location following recommendations below.
Fi3110 Fayette Salt Structure October 17, 2025
In addition, the estimated settlement is expected to be about one inch or less following these recommendations.
All overlying deleterious material such as asphalt and contaminated crushed aggregate base must be scraped and removed from the building site and should not be used as structural fill for the proposed building, however, it is understood that the existing soils will remain in place.
After making any grading excavation and before any fill placement, proof roll all cut and fill areas with a fully loaded tandem axle dump truck. Any rutting or pumping soils should be over excavated and replaced with controlled fill.
It is recommended that any new fill material be lean clay or better. However, use of granular fill material is preferred if feasible. Fill should be compacted to 95% of standard proctor maximum dry density (ASTM D 698). Non-granular fill material should be compacted at a moisture content ranging from two percentage points below optimum moisture content to four percentage points above optimum moisture content as determined by ASTM D 698.
Shallow foundations shall be embedded a minimum of 36 inches below finished grade for frost protection. Individual spread footing shall have a minimum width of 2.5 feet, while strip footing shall have a minimum width of 1.5 feet.
Soils encountered at this site were observed to be moderate to high plastic. These soils are capable of swelling and heaving floor slabs and lightly loaded structures.
Accordingly, we recommend placing a minimum of 12 inches of granular fill beneath the floor slab.
Site grading should be designed to maintain positive drainage away from the building.
We recommend a minimum surface grade of 5 percent away from the building on gravel or landscape areas in the first 10 feet outside the building. We recommend a minimum surface grade of 2 percent away from the building on all paved surfaces in the first 20 feet away from the building. We also recommend directing surface drainage away from the existing salt dome to minimize the potential risk of groundwater contamination.
