PART 1: GENERAL

1.1 BACKGROUND

The Federal Emergency Management Agency (FEMA) is seeking to procure BOM Kit components to fill shortages amongst the fleet both CONUS and OCONUS. FEMA is required to maintain a fleet of approximately 850 generators at CONUS and OCONUS locations. Since FEMA is tasked with responding to disasters with

2 | P a g e minimal launch time, it is always essential that FEMA’s generators be fully-mission capable (FMC). Along with generator support, BOM Kits are deployed during disaster operations.

1.2 SCOPE

FEMA is pursuing a one-time purchase for procuring the components associated with the FEMA approved Generator BOM Kit. FEMA BOM Kits consist of the components as listed in Attachment 2_All Sites BOM Kit Replenishment Blank_May 2020 shall be filled in and submitted by the contractor. Currently, CONUS Locations have two (2) x 20ft BOM Kit containers and one (1) fly away kit; OCONUS has two (2) fly away kits per location. Following lessons learned from the previous two hurricane seasons, the recommendation was made that CONUS locations would have 4x 20’ BOM Kit Containers and 1 x Fly-away kit PER LOCATION (20 BOM Kits for CONUS); and that the OCONUS locations of Hawaii and Guam would have 4 x Fly-away kits PER LOCATION (8 BOM Kits for OCONUS). When a generator pack is deployed from its home location, a BOM kit will accompany so that the United States Army Corps of Engineers (USACE) Power Readiness Team (PRT) can begin the power mission. This solicitation requirement is to fill component shortages (exact quantities for component shortages are identified in Attachment 2, note that quantities needed under this solicitation differ from site to site due to current on hand inventories) at CONUS and OCONUS (Hawaii and Guam) locations in order to meet the end state of 20 CONUS Kits and 8 OCONUS Kits. Upon completion of the awarded contract, FEMA will be at 100% readiness of all kits at all locations based off the fill of the stated requirements. For the CONUS Locations, 20ft High Cube Containers are also part of this requirement – specifications and quantities are below.

Contractors MUST be able to supply the OCONUS Locations of DC Hawaii and DC Guam, in addition to the CONUS Distribution centers as listed in section 4.2 Delivery Location of this statement of work.

1.3 PERIOD OF PERFORMANCE

Each contractor shall include a proposed delivery schedule. The schedule will be subject to change, pending coordination with the delivery points of contact and the FEMA contracting officer after award. The contractor is responsible for complying with the delivery schedule and must immediately notify the contracting officer or the designated representative of any issues that may affect the vendor’s ability to meet the delivery schedule.

Vendors shall be able to track deliveries from point of shipment to point of receipt.

PART 2: CONTRACTOR DELIVERABLES

2.1 COMPANY POINT OF CONTACT

The contractor shall provide primary and alternate (if applicable) Point-of Contact person(s) who will have the authority to commit the company.

3 | P a g e

2.2 RECORD KEEPING

The Contractor shall maintain accurate records of all shipments and deliveries and ensure that proper signatures by FEMA representatives are obtained for tracking and accountability purposes, in accordance with government regulations.

2.3 INSPECTION AND ACCEPTANCE

A FEMA representative will sign for the receipt of all the components at each location. This signature includes inspection and acceptance of the components.

Once received at each respective location, and FEMA has signed for the items, it will then become the responsibility of each site to do a proper inventory and inspection of materials received within 5 days to ensure contract compliance. If there are any discrepancies based off what was ordered, the contractor and FEMA representative at respective location will work to rectify within 10 days.

PART 3: SPECIFIC TASKS

3.1 DELIVERABLES

Under this solicitation, the government is requiring the procurement of 20’ft High Cube Containers (CONUS) as well as component shortages to make the BOM kits 100% complete based off of the government’s new requirement.

3.1.1 BOM KIT COMPONENT Required FEMA Specifications (as per Attachment 2)
