Annual Boiler Inspection
Statement of Work
C.1. Statement of Work: At the McAlester Army Ammunition Plant, McAlester
OK., there are 22 high pressure (15psi or greater steam pressure) boilers that receive boiler inspections twice each year. A listing of the boilers by capacity, location and
National Board numbers is available upon request. The types of inspections are listed below by category and occurrence.
C.1.2 Type “A” Internal/External Inspections: These inspections generally occur the first and third Wednesday in the month of May. Due to the number of boilers on the plant and the need for providing uninterrupted service, only about half of the 22 boilers are inspected at each visit of the Authorized Inspector.
C1.3. Type “C” External under Steam: These inspections generally occur on the first and third Wednesday in the month of December. Due to the number of boilers on the plant and the need for providing uninterrupted service, only about half of the 22 boilers are inspected at each visit of the Authorized Inspector.
C.2. Work to Be Performed by the Contractor: In accordance with Army
Regulation (AR) 420-1, the boiler inspections are to be performed in accordance with the current version of the National Board Inspection Code issued by The National Board of
Boiler and Pressure Vessel Inspectors (NBBI) and the American Society of Mechanical
Engineers. Inspections must be performed by persons certified in accordance with BPVI
Standards.
An “Authorized Inspector” is as defined by ASME B00070, Section VII, and
Recommended Guidelines for the Care of Power Boilers, Para C6.100. Individuals who are not “Authorized Inspectors” may not be used for any boiler inspections at US Army
Installations. Proof of certification will be required before any individuals are permitted to perform any boiler inspections.
THE CONTRACTOR SHALL SUBMIT A LIST OF AUTHORIZED INSPECTORS TO
BE USED UNDER THIS ORDER WITH THEIR QUOTE. THE LISTING SHALL
INCLUDE THE NAME OF THE INSPECTOR, THE OFFICE ADDRESS AND
PHONE NUMBER OF THE INSPECTOR, AND SUFFICIENT INFORMATION TO
PROVE THE INDIVIDUAL MEETS THE REQUIREMENTS OF AN AUTHORIZED
INSPECTOR. THE LIST SHALL BE USED BY THE GOVERNMENT TO
DETERMINE THE QUALIFICATIONS OF THE CONTRACTOR TO MEET THE
CONTRACT REQUIREMENT FOR AUTHORIZED INSPECTOR.
C.2.1. Reports of Inspection: Upon completion of each inspection visit, the
Contractor will prepare three copies (Electronic version, Adobe PDF preferred) of a report of inspection for each boiler inspected and record any deficiencies noted on these reports. These reports should contain the opinion of the contractor as to the physical condition of each boiler and what repairs or changes are recommended to maintain the safe and reliable operation of the boilers.
The report must be on attached Boiler Inspection Report (See Attached Form) or a form at least equivalent to Air Force Form AF 1222 (See Attached Form) or the obsolete Army
Form DA 416. The reports will be signed by the Inspector and by the Boiler Plant
Representative who accompanied the Inspector on the inspections. Two of these reports will be furnished to the Boiler Plant Representative who will forward one copy to the
Contracting Office which will serve as a receiving document of services rendered. The remaining copy will be for the Contractor’s records.
