NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Garmin for GSR-56 units. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is June 01 2022.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Pilots need to be able to access the latest worldwide weather information while in-flight. The Garmin GSR-56 harsh environment transceiver adds texting and Worldwide weather capability during the ER-2 science deployments. The GSR-56 unit also seamlessly integrates with the ER-2 GTN-750 and uses existing wiring and Iridium antenna installed on the aircraft. The Garmin GTN750 acts as a control head to the GSR-56 unit and provides weather in the cockpit. The audio of the Garmin installed ADS-B products has proven compatible with ER-2 aircraft systems. The GSR-56 Harsh Environment hardware has several unique features not available in the standard hardware such as high-altitude flight operations and higher aircraft vibrations in extreme thermal environments. Alternative GSR 56 hardware may not meet the harsh environment of the ER-2 high-altitude aircraft requirements for extreme temperatures and vibrations. The GSR 56 harsh environment unit passed the airborne airworthiness requirements for rapid decompression tests (per DO-160G) performed on the units and have showed the units are safe to fly in the event of an emergency.
2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.
No other company has developed the hardware that NASA deems a viable solution for future ER-2 deployments scheduled in 2022. Failure to procure this hardware developed by Garmin would cause harm to NASA’s ER-2 aircraft future deployment missions in the National and International Airspace.
