About this file
This document is a Brand Name Justification (BNJ) from NASA Shared Services Center recommending sole-source procurement of Viking Life Saving Equipment's Pyrad Stretch Coat and Pants (models PS7720/PS7770) for the Astronaut Pad Rescue Program. The procurement is unique due to the gear's specialized protective features, including water shedding, protection against toxics and thermal exposure, lightweight design, high visibility, and a 10-year service life without interim maintenance.
The justification emphasizes that no equivalent products from other manufacturers have been found, and alternative gear would compromise mission readiness and rescuer safety. The current procurement is necessitated by the recent ban of water-shedding treatment compounds containing PFOS and PFAS carcinogens. The estimated lead time for delivery is 12 weeks from the purchase date, with the total estimated cost not specified in the document. The solicitation number is 80NSSC25895886Q, and the procurement is being conducted by the NASA Shared Services Center.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter
Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Viking Life Saving Equipment for Pyrad Stretch Coat and Pants, PS7720/PS7770 with hook and loop additions. The estimated period of performance or lead-time for delivery is estimated 12 week lead time from date of purchase.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The technical and performance requirements for this gear are extremely unique to Astronaut Pad Rescue Program operations. Various other manufacturers were already researched but do not have any equivalent products to offer at this time. This particular gear provides protection with water shedding, toxics exposure, and thermal exposure while also proving a lightweight design, flexibility in movement, high-visibility for rescuers, and no interim maintenance or chemical re-treatment requirements for the duration of its 10 year service life.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
An alternative vendor / manufacturer ll short in at least one or more of the above-mentioned critical performance requirements. Any other gear has not been thoroughly researched, directly tested by Pad Rescue Program management, and approved for use by the center AHJ would not be acceptable. Said alternatively procured gear would likely delay mission readiness for Pad Rescue.
ADDITIONAL COMMENTS:
Current gear requires a re-treatment for water shedding but the re-treatment compound was recently banned due to containing PFOS and PFAS carcinogens. As such, loosing water shedding capability creates an extreme weight and effort burden that creates risk to pad rescuers and rescues during any rescue operation. Delaying procurement of this gear risk rescue capability.
