DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

Contracting Activity: Department of Veterans Affairs, VISN 01, Togus Medical Center, Augusta, ME.

Network Contracting Office 1 (NE), .

Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Contractor shall provide a complete Nurse Call System for B200-3rd floor North and South Inpatient Wards. The work will include a complete replacement of all devices. Project will replace the existing TekTone300 system which is obsolete and no longer serviceable with the current TekTone model P5 series system that can integrate with our existing patient beds and the newly acquired Vocera communication system.

Unique characteristics that limit availability to only brand, with the reason no other supplies or services can be used:

Equipment interoperability and commonality: The facility has significant investment in TekTone equipment installed throughout the VA Togus Medical Center and interoperability with existing equipment (TVs, patient beds). Patient beds cable plants are wired for TekTone system and these beds are regularly moved between building s 200 and 207 where they interface with existing TekTone equipment.

Human Factors: Nursing staff are assigned duties between all units and buildings. Stress on staff can be greatly reduced when there is commonalty of equipment. Having the same Tektone systems provides ease of use to staff already trained on its use resulting in reduction of human error, enhanced safety, productivity, and patient care.

Third Party Integration: The TekTone P5 system with the NC455CE and NC475 CPU and server system for 3N/3S upgrade will connect to the medical center s Vocera system. Utilizing this one Tektone P5 system as the network hub we can connect the hospitals older Tektone nurse calls, the P5 is backwards compatible, and alarms to Vocera without upgrading all floors.

Description of market research conducted and results or statement why it was not conducted: The contacted manufacturer TekTone to get a listing of the authorized distributors and installers for Augusta, ME. Three TekTone Elite Partners (TEPS) identified by the manufacture.

The nearest was a small business and no veteran-owned small businesses were identified as distributor/installers. Additionally, the undersigned contracting officer issued a sources sought (SS) notice under SS # 36C24121Q0216 on Contract Opportunities. A total of 7 SS responses were received but no SS responses demonstrated a viable alternative to the brand name
