BN J Control #: ATF-20- , DJA-20-ARHD-PR-0091, Page 3 of 5 and inclusion module”. The former produced Salesforce, recruiting solutions and firms, performance-reporting systems, and advisory services. The latter produced streamline communication, a planning guide, a micro-learning module with videos and books, an examination module, solution-support firms, and a multi-layered-security solution. She even searched “OOTB CRM solution” and “OOTB CRM solution for human resources” but mostly found customer-resource-management (CRM) platforms for sales and marketing (like ) and performance/talent/training management (like ).

According to https://www.edureka.co/blog/what-is-salesforce/, Salesforce’s customers say it’s unique because it’s ‘fast, easy and effective’. Also per (as captured here, https://www.dezyre.com/article/what-is-salesforce-and-5-reasons-why-it-is-the-best-crm/90), Salesforce is considered the best CRM provider because it: is a top contributor to CRM SW and leading in that area; has automated tracking of relationships in the CRM space; is the innovator of the SW-as-a-Services approach in the enterprise space; offers a reduced cost due to its common networking, hardware, and SW platform; is already inventing the future of CRM SW; meets the demands for mobile application; and is close to providing diversified-cloud applications and services.

Finally, the CO searched GSA’s eLibrary site for “Human Resources” but found no “modules”. It displayed “hiring” and “recruiting” but as part of the Talent Acquisition category and “recruiting”, also, as part of Back Office Services. Said site also displayed “diversity and inclusion” as part of the Agency Human Capital Strategy, Policy and Operations category.

While the MR ATF performed didn’t produce more than two (2) sources, it determined:

(i) Sources capable of satisfying the agency’s requirement exist.

(ii) Commercial/Non-Developmental items can –

(A) Meet the agency’s requirements;

(B) Be modified to meet the agency’s requirements; or

(C) Meet the agency’s requirements if those requirements were modified to a reasonable extent.

(iii) Commercial items or non-developmental items can be incorporated at the component level.

(iv) There are practices of firms engaged in producing, distributing, and supporting commercial items, such as type of contract, terms for warranties, buyer financing, maintenance and packaging, and marking.

(v) There would be maximum-practicable use of recovered materials (FAR 23.4) and promotion of energy conservation and efficiency, if applicable.

(vi) Consolidation is not necessary, thus no need to be justified (FAR 7.107-2, 15 U.S.C.

657q).

(vii) Neither is bundling necessary, thus no need to be justified (FAR 7.107-3, 15 U.S. C.

644(e)(2)(A)).

(viii) Whether the acquisition should utilize any of the small business programs in accordance with FAR 19.

(ix) The electronic and information technology must meet all or part of the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 Code of Federal Regulation part 1194 (FAR 39.2).

9. Any other Facts Supporting the use of Other than Full and Open Competition:

a) Explanation of why technical data packages, specifications, engineering descriptions, statements of work (SOW) or purchase descriptions suitable for full and open competition have not been developed or are not available: This requirement is for brand-name SW and to be excluded from full and open competition per this justification.

b) When FAR 6.302-1 is cited for follow-on acquisitions as described in FAR 6.302- 1(a)(2)(ii), an estimate of the cost to the Government that would be duplicated and how the estimate was derived. This is not a follow-on to an order for the continued development or production of a major system or highly-specialized equipment, including major components thereof.

c) When FAR 6.302-2 is cited, data, estimated cost, or other rationale as to the extent and nature of the harm to the Government. FAR 6.302-2 is not cited; nor is it applicable to this acquisition.

Furthermore, HRPD needs to implement this solution to meet Executive Order (E.O.) 13583, Establishing a Coordinated Government-wide Initiative to Promote Diversity and Inclusion in the Federal Workforce. Section 2d of said order requires the Office of Personnel Management and the Office of Management and Budget, in coordination with others, to “establish a system for reporting regularly on agencies' progress in implementing their agency-specific Diversity and Inclusion Strategic Plans and in meeting the objectives of this order”. In Fiscal Year 2019, HRPD updated its Strategic Plan as its 1st step to meet these requirements; that started the 120-day clock for it to take further actions to fully comply with said E.O. Utilizing a vendor that will not require development ensures an expedient deployment of the solution and helps ATF comply with the E.O. sooner.

10. Listing of Sources that expressed a written interest in this acquisition:

Since this requirement has yet to be posted, no sources have expressed a written interest in this acquisition other than the vendor that provided the quote to the Program Office.

Should firms respond to the posting via www.SEWP.NASA.gov, OST and HRPD will review their capabilities, and the CO will include the their assessment in the file.

11. Actions, if any, Taken to Remove or Overcome Barriers to Competition:

The Acquisitions Branch will continue to utilize bidding websites as well as other competitive procedures to promote competition to the maximum extent practicable, when required. Similarly OST and HRPD will continue researching the marketplace and communicating with other agencies, to determine if similar products and/or services can
