About this file
This document is an Addendum to the Request for Application (RFA) for the Preschool Promise (PSP) program in the Blue Mountain Early Learning Hub region, issued by the State of Oregon's Department of Early Learning and Care (DELC). The Addendum modifies the previous RFA document to update the automobile liability insurance requirements for non-transporting, center-based and school-based programs. Specifically, it requires a combined single limit of not less than $1,000,000 for bodily injury and property damage, and allows for the use of personal automobile liability insurance coverage if it includes a business use endorsement.
The RFA seeks applications from current PSP providers who wish to increase their slots, as well as from preschool providers interested in being placed on the PSP waitlist. The grant provides a base funding rate of $15,650 per slot per year, plus $1,100 per slot for transportation enhancement and one-time start-up amounts of $1,000 per existing slot or $2,000 per new site. Applicants must demonstrate financial stability and sound accounting practices. The DELC reserves the right to adjust evaluation thresholds, conduct additional competitive rounds, and ultimately select or decline to select any applicants based on the best interests of the state.
