Bureau of Economic Analysis
Statement of Work for the purchase of real-time financial market data
I. INTRODUCTION
The Bureau of Economic Analysis (BEA) is one of the world’s leading statistical agencies. BEA produces economic statistics that enable the government, economists, statisticians, and the public to understand the performance of the nation's economy. BEA collects source data, conducts research and analysis, develops and implements methodologies, and disseminates statistics to the public.
BEA produces the international transactions accounts (ITAs) of the United States. These accounts provide a comprehensive and detailed view of economic transactions between the United States and other countries. In addition, they provide input into other statistics produced by BEA, contributing mainly to the national income and product accounts.
BEA collects data from various sources, including other government agencies, Bureau-sponsored surveys, and private sources. BEA uses commercial company information and market transactions databases to verify and supplement data obtained from other sources.
II. OBJECTIVE
The objective of this procurement is to purchase access to the real-time US and foreign financial market data and analyses.
BEA relies on information about the cross-border financial activity, particularly mergers and acquisitions, to build the survey frame of companies that it uses to conduct surveys and produce economic estimates. Identifying companies engaged in new cross-border investment is vital in improving the statistics for direct investment. Therefore, one objective of this procurement is to obtain up-to-the-moment information on cross-border merger and acquisition activities to verify, supplement, and refine the data collected by
BEA.
Another objective is to procure data to support research being conducted on corporate incorporation changes and on margins on foreign transactions in equities and debt securities. BEA has had difficulty pursuing both these research projects and is looking for better sources of information.
III. SCOPE OF WORK
This procurement is for a subscription to the Bloomberg Anywhere service, which provides real-time financial data, news and research, and analytics, including information and analysis on a fixed income, equities, foreign exchange, commodities, derivatives, and extensive financial news coverage. This subscription will be located on a shared terminal accessible by any BEA staff member, one at a time. The data obtained from this service may not leave the local computer except for a limited amount.
24-hour customer service, available online or by phone, and customizable training courses will be provided.
IV. PERIOD OF PERFORMANCE
The performance period will be for a base year and four additional option years. The base year POP will be 09/20/2022-09/19/2023.
