About this file

This document is a briefing overview of six Department of Defense Army Ammunition Plants and their current operational status, contract arrangements, and modernization initiatives as of October 2026.

Iowa Army Ammunition Plant (IAAAP), Middletown, IA manufactures and loads, assembles, and packs various munitions including artillery, tank, mortar, 40mm, missile warheads, C4 demo blocks, and M58 Mine Clearing Line Charges. Operated by American Ordnance (Day & Zimmermann) under a 25-year No Direct Cost Facility Use Contract through December 2031 with one 2-year option remaining, the 19,011-acre facility with 592 buildings and 276 igloos serves the Air Force, Navy, Army, and Marine Corps. Critical infrastructure includes 143 miles of road, 102 miles of rail, a new wastewater treatment facility commissioned in 2026, and a new steam package boiler requirement. Modernization efforts focus primarily on constructing a new Future Artillery Complex to enhance core munitions loading, assembly, and packing capabilities.

Holston Army Ammunition Plant (HSAAP), Kingsport, TN manufactures RDX, HMX, IMX, TATB, NTO, and other explosive formulations. BAE Ordnance Systems, Inc. operates the facility under a 10-year Fixed-Price Supply and Facility Use Contract with two 5-year unpriced options, serving the Army, Air Force, Navy, and Department of Energy. The 6,024-acre facility comprises 325 buildings and 130 igloos with core capabilities in production and development of insensitive munition explosives, melt-cast/cast-cured/pressed/extruded explosive formulations, explosives performance testing, and full-spectrum research and development. Modernization priorities focus on increasing production capacity of key explosives to meet future demand signals.

Lake City Army Ammunition Plant (LCAAP), Independence, MO provides DoD small-caliber ammunition under a 5-year plus 2-year option (7-year) Facility/Supply Contract awarded September 2019, with an additional 3-year award term option, operated by Olin Winchester. The 3,945-acre facility with 176 buildings and over 2.8 million square feet produces 5.56mm, 7.62mm, .50 caliber, and 6.8mm bullets, 20mm ammunition, and links for Army, Navy, Air Force, and Marine Corps customers. Core capabilities include small caliber tracer/incendiary bullet manufacturing, stockpile reliability testing, and NATO certification testing through the North American Regional Test Center. Modernization emphasizes establishing production capability for the Next Generation Squad Weapon (NGSW) 6.8mm ammunition with major facility construction and equipment investments.

Radford Army Ammunition Plant (RFAAP), Radford, VA manufactures nitrocellulose and large volumes of propellants and propellant ingredients under a 15-year Facility Use Contract through December 2026 and a 5-year Supply Contract through December 2026, both operated by BAE Ordnance Systems Inc. The 6,901-acre facility with 2,540 buildings, 214 igloos, and 657,003 square feet of storage capacity produces multiple grades of nitrocellulose, solvent single-base and multi-base propellants, solventless propellants, and MK90 rocket grain extrusion and finishing for Army, Navy, Air Force, and Marine Corps customers. Modernization priorities include constructing a modernized nitrocellulose facility, implementing safety and environmental upgrades including an energetic waste incinerator, modernizing the chemical grind facility, improving NAC/SAC processes, modernizing the nitroglycerin facility, and modernizing the solvent multi-base facility.

Scranton Army Ammunition Plant (SCAAP), Scranton, PA manufactures 155mm artillery projectile metal parts for Army and Marine Corps customers. Operated by General Dynamics Ordnance and Tactical Systems under a 10-year Facility Use Contract awarded in 2019 through July 2029 with one 5-year option, and a 3-year Supply Contract through September 2027, the 15.3-acre facility with 7 buildings specializes in high-volume production of large caliber metal parts, long-stroke high-tonnage forging, and large-volume heat treating. Modernization efforts focus on significantly increasing production capacity of 155mm artillery projectile metal parts through major investments in projects such as the 35,000-unit capacity expansion.
