PROJECT RFP 144-26

POSTED VIA BIDNET:

https://www.bidnetdirect.com/colorado/cityofcanoncity

SECTION 1: INTRODUCTION & BACKGROUND

The City of Cañon City, Colorado is soliciting proposals from qualified vendors to provide engineering and design services on a project to construct a combination of public parking and public plaza space on a city owned lot at the SW corner of 3rd Street and Main Street.

The primary point of contact will be:

Leo Evans DPW Director

City of Cañon City LAEvans@canoncity.gov

Project Details

The project up for solicitation was originally designed through 100% Construction Drawings in 2026 and issued for bids. City Council elected to reject all bids on that effort and directed staff to modify the design based on community feedback.

This effort will seek to build upon the previous design and engineering that has been completed on site and modify that design to meet the updated vision of City Council. A copy of the conceptual design for the site that is preferred by City Council is included as Exhibit B to this request for proposals and will serve as the guiding feature for the site.

The previously developed plans, specifications, geotechnical report, drainage report, and Phase II Environmental documents are also included as attachments for review and use in preparing a bid.

CAD files from the previously developed plan set will be made available to the selected vendor under the condition that the new vendor is ultimately responsible for the development and delivery of their own signed and sealed complete plan set.

The city has budgeted $775,000 for this entire project, which is inclusive of any design and engineering costs.

SECTION 2: SCOPE OF SERVICES

Below is an anticipated level of need and effort required for each project. The list is not intended to be all inclusive but rather intended to convey a rough outline of the anticipated steps:

Project Management – Attend kickoff meeting and progress meetings. Provide agenda and minutes for meetings. Provide invoicing and other services for self and any sub-vendors.

Design Plans & Specifications – Develop a complete set of plans and specifications for the project to a level of readiness for bidding inclusive of any/all needed areas (electrical, plumbing, structural, geotechnical, civil, etc.…). Develop and manage cost estimates at milestone stages. Update the Geotechnical Report to match the design (if needed). Update the Drainage Report to match the design (if needed). Even though the size is below the threshold the site should be designed to water quality standards as the ultimate point of discharge is an irrigation ditch. Preparation of bid schedules and bid alternates as directed during the progression of the project design. Anticipate three submittals to City at roughly 50% complete, 95% complete, and 100% complete.

Bid Assistance – Attend a pre-bid meeting for the project. Assist the city with reviewing and responding to RFI (Requests For Information) during the bidding process. Review and draft addenda as needed. Review bids and assist in developing a recommendation to City Council for award. City will be responsible for posting of the bid documents, tracking RFI, issuing addenda, and opening bids.
