PAR 1499

NORTH CAMPUS SITE DEVELOPMENT AND PERMITTING PROJECT

September 2026

Introduction Metro Water Recovery (Metro) intends to engage a consulting engineer (consultant or Firm) to provide professional study, preliminary design, final design, construction and post construction services for the North Campus Site Development And Permitting (Project) at Metro’s Robert W. Hite Treatment Facility (RWHTF) located at 6450 York Street in Denver, Colorado. The Firm will also assist in determining the appropriate delivery method for the Project following the Site Permitting Phase, which may include Construction Management-At-Risk (CMAR), utilizing Metro’s pre-qualified Job Order Contract contractors or traditional design-bid-build.

Project Objective Metro is advancing its North Campus Master Plan and is currently in design for a new personnel building and laboratory on a largely undeveloped site. As a critical next phase, this site development project will establish essential infrastructure including grading, paving, utilities, stormwater control, and perimeter fencing, while securing the jurisdictional approvals required to support the broader campus vision. The Project excludes the design of the new buildings and instead focuses on the site development planning necessary to support the future facilities, including design services for the portion of the site associated with a new personnel building and laboratory.

Delivery Method The delivery method for the Project will be determined collaboratively with the selected consultant following the Site Permitting Phase.

Metro intends to engage a Firm to complete the site permitting phase, preliminary design, assist in selection of delivery method and contactor, and final design services. Based on successful performance of these services, Metro intends to negotiate with the selected Firm to proceed with consulting services for construction and post-construction phases. Metro and the selected Firm will negotiate an amendment prior to commencement of work on subsequent phases.

Background In 2022, Metro completed a Support Facilities Master Plan (Master Plan) which evaluated existing facilities and established a 20-year roadmap for capital improvement projects. The study recommended phased development of a new support facilities campus north of the RWHTF. Phase I focuses on replacing an aging personnel and laboratory building, with a consultant retained in 2024 for architectural design. Because that project scope covers only the building footprint, Metro needs to initiate a dedicated site development project to prepare for local, state and federal permitting requirements, design the site improvements necessary to support the initial building and ready the site for future development. As part of the ongoing architectural design services, the North Campus Master Plan was developed to preliminarily identify sites for new structures. This Project will use the layout established in the Master Plan as the basis for finalizing the programming requirements for site development.

Scope of Work The Project will include providing campus-wide permitting support and design services for site development of the North Campus. The scope of work includes the Site Permitting Phase, Preliminary Design Phase, and Final Design Phase. Metro’s intent in finalizing the campus-wide Master Plan Programming is to identify the most effective permitting and development approach by pursuing land use approval for the entire Campus under a broad land use designation that supports flexible and phased development. Design-phase services for site development will focus on the areas to support the new personnel building and laboratory. The purpose and objectives of each scope item are described below.

Site Permitting Phase

1. Master Plan Programming Finalization

a. Confirm the overall preliminary site development plans and establish the final site development framework for the North Campus to support development.

b. Prepare technical memoranda that forms the basis for permitting and design efforts, and summarizes the findings, evaluations and recommendations for the following: site wide drainage strategies, stormwater detention requirements for ultimate conditions, utility load planning, utility sizing, landscaping design, fencing requirements, parking requirements, and circulation strategies to support construction of a new personnel building and laboratory and to support the overall site layout. These memoranda should establish the engineering basis for proposed near-term structures and long-term overall site plan development.

c. In accordance with the local land use development code, develop high-level North Campus Site Plan drawing set to provide a master-planning level of design and landscape architecture to a conceptual design level sufficient to support internal approvals and permitting and design efforts associated with the new personnel building and laboratory and overall site layout. This set should include, but is not limited to buildings, structures, grading and stormwater treatment, landscaping and hardscaping, utilities, parking, and

September 2026 - Page 4 traffic/access site plans for advancement through the internal and external approval processes.

2. Campus Studies

a. Update and expand previously conducted environmental studies that supported land acquisition efforts to inform site development, including but not limited to preparation of documentation for floodplain analysis, aquatic resources, biological resources, cultural resources, and environmental site assessment.

b. Conduct additional studies as required and prepare necessary documentation in accordance with local, state, and federal agencies to support land use and permitting approvals and design efforts, including but not limited to traffic impact study, storm drainage and stormwater management reports.

3. Overall Site Permitting

a. Develop a comprehensive Permitting and Environmental Plan (Permit Plan) for site development of the North Campus covering the planning, design, and construction phases.

The Permit Plan should identify anticipated permits and approvals by jurisdiction; outline permit application requirements, including stakeholder outreach and notification obligations; establish milestones and timelines; and identify the environmental studies and documentation required to support those approvals.

b. Manage the Permit Plan and lead preparation, compilation and coordination of permit applications and supporting materials to facilitate timely Project permits and approvals.

Coordinate to track requirements, address agency comments, and resolve outstanding permitting matters.

c. Develop stakeholder outreach materials and documentation associated with permitting activities and approvals, in coordination with Metro. Support stakeholder meetings, communications, documentation of stakeholder feedback, and follow-up actions.

Preliminary Design Phase. Prepare 30% level of development of the site-wide civil, utility, traffic, and landscape improvements necessary to support construction and occupancy of the new personnel and laboratory building. This phase will also include 30% development of a campus thermal utility system utilizing effluent heat recovery. This phase will establish the scope for final design with accompanying schedule and Class IV Opinion of Probable Construction Cost.

Final Design Phase. Complete detailed design of all project elements. Prepare design deliverables including drawings and specifications, submitted at 60%, 90% and 100%. Provide Class II Opinion of Probable Construction Cost and prepare engineering review package/submittals and documentation as necessary to support the Firm’s engineering review as well as the contractor’s effort to obtain building permits.

Metro will provide survey and geotechnical services as well as a separate security consultant review, which should be excluded from this scope of work. Coordination with these services will be required.

Conditions The selected consulting Firm will be experienced in providing a range of services throughout the Project.

The Firm will have demonstrated expertise in the following areas:

• Civil

• Structural

• Mechanical – Wastewater Thermal Energy Recovery

September 2026 - Page 5

• Electrical

• Permitting and Environmental Investigations

• Architectural incidental to the work

• Engineering Construction Services

The selected Firm will be required to enter into an agreement using Metro's enclosed standard agreement form (attached for reference only) which is based on EJCDC documents.

Metro will only consider exceptions to Article 1 (Services), Article 4 (Compensation) and Paragraph 6.03 (Insurance). Any exceptions must be specifically stated in the Proposal. Metro may accept or reject such exceptions at its sole discretion. Other than these limited enumerated exceptions, non-acceptance of the standard Metro agreement will render a Firm non-responsive and ineligible for award, at Metro’s sole discretion. By submitting a proposal, Firms agree to these terms.

Construction contract documents will be prepared in conformance with Metro standards, which are based on EJCDC and CSI Standards.

Those individuals who are to be in responsible charge of the Project will be required to hold the appropriate professional registration in the State of Colorado. The Firm will be required to submit status reports on the progress of the work with each billing to Metro.
