I. OVERVIEW AND ADMINISTRATIVE INFORMATION

A. Project Overview

Following a presidential or state declared disaster, the State of Colorado may receive federal or state funds to assist with long-term recovery as a result of a disaster or emergency. The Department of Local Affairs (DOLA) is the State of Colorado’s grantee for the U.S. Department of Housing and Urban Development (HUD) grant funds, including Community Development Block Grants for Disaster Recovery (CDBG-DR). Additionally, Colorado SB22-206 - Disaster Preparedness and Recovery Resources created the Disaster Resilience Rebuilding (DRR) Program in the Division of Local Government of DOLA. DRR’s purpose is to facilitate recovery through financial assistance which may include providing loans or grants to homeowners, owners of residential rental property, businesses, governmental entities, and other organizations working to rebuild after a disaster emergency. In contrast to HUD grants, the DRR requires a state declared disaster, but not a presidential declared disaster.

At the discretion of DOLA and upon issuance of one or more task orders, the selected provider(s) will perform, or cause to be performed, task orders identified in this Request for Qualifications in support of DOLA’s administration of long-term disaster recovery and mitigation missions in Colorado to be funded through federal, state, and/or related sources, including CDBG-DR and the DRR. Selected providers will be required to implement these services in compliance with all applicable federal, state, and local laws, ordinances, and regulations which include, but are not limited to, the C.F.R., HUD requirements as defined in the applicable federal register notices, and any specific requirements properly imposed by DOLA. Services will be defined more specifically in issued task orders. DOLA does not guarantee any amount of funds or Work under the Contract.

Respondent must demonstrate the ability to perform one or more of the task order program areas listed to be considered eligible for an award under this Request for Qualifications. Respondents should clearly indicate which tasks below that they are qualified for and provide a detailed narrative of its experience as relates to each of the task order program areas selected by the Respondent. Respondents must indicate if it intends to provide these services in-house with existing staff or through subcontracting or partnership arrangements.

Selected Respondent shall deliver assigned services to areas of the State declared by the governor or President of the United States under law to be Disaster areas. To limit travel expenses, DOLA requests that respondents have the capability to staff field offices located in the areas impacted by Disasters, with some staff located in the Denver area. DOLA may require Denver staff members to embed at DOLA or federal funding agency offices.

Some travel to Denver, Colorado may be required for field staff. Expenses for travel outside the State of Colorado will not be reimbursed and such expenses may not be included in hourly rates or other fees.

Mandatory weekly meetings may require some senior staff to participate by conference call if they are located outside of the Denver area. Any of Selected Respondent ’s staff embedded in DOLA offices will participate in a DOLA orientation session and shall be subject to a state and federal background check.

C. Schedule of Activities:

RFQ posted on the Colorado VSS: September 22nd, 2026 Inquiry Deadline: September 29th, 2026 Questions and Answers posted on Colorado VSS (estimated):** October 2nd, 2026 STATEMENT OF QUALIFICATIONS due: October 6th, 2026, 2:00 pm (MST) Team Evaluation Period (estimated) October 7th - October 27th, 2026 Potential Interviews (estimated) October 29th - November 6th, 2026 Master Task Order Contracts Awarded (estimate): ** November 10th, 2026 Master Tasker Order Contracts Fully Executed (estimate):** Ɨ November 24th, 2026 ** Many factors will play into the timing: the number of submittals, the length of each submittal, the categories of qualification, and the number of questions received, including any follow-up questions required by the Evaluation Committee to ensure a full understanding of the submittal. Time could be greater or shorter.

Ɨ Although an award is made, it is not until the actual Master Task Order Contract is fully executed that the Agreement between DOLA and the Consultant is in effect and the State may issue any Task Orders for potential Work to begin.

D. “Mini”- Request for Proposals (RFP):

Once a need has been identified the program will issue mini-RFPs to one or more contractors (typically at least three) qualified to perform the project-specific work needed based on the service area(s) in which the contractor is qualified in the Master Task Order Contract. The format of these RFPs may vary but will typically include a description of the project, a proposed scope of work (including tasks and deliverables), and submittal instructions.

Proposals submitted in response to a mini-RFP will be reviewed by the DRR staff serving as the selection committee, which will consider a variety of factors in selecting the awardee. These include but are not limited to the contractor’s understanding of the project, the detail and quality of the proposal and scope of work, the assigned staff/team, level of related experience, past performance (if applicable), schedule, proposed value-added optional tasks, and cost. In reviewing proposals, DRR Program reserves the right to accept or reject, in part or in its entirety, any or all responses received in response to a mini-RFP, to clarify details of submitted proposals verbally or in writing prior to selection, and to negotiate final scope and price after selection. If the proposal is selected, a Task Order will be submitted to the contractor for signature (See Exhibit A of the attached sample Master Task Order Contract). Once all signatures are in place, a purchase order will also be executed. At that time, the contractor will be notified by staff that the project work can begin.

Please be advised that DOLA is under no obligation to issue a mini-RFP to a contractor because a Master Task Order Contract is in place. In addition, the issuance of a mini-RFP does not commit the DRR Program to award a

Task Order, pay any costs incurred in the preparation of a submittal in response to a mini-RFP, or to procure or contract for services or supplies.

DOLA may reject all proposals if none are found to be acceptable and may request additional proposals from other Providers. No Work Orders shall be issued to Providers outside of the initial five (5) year contract term.

IV. EVALUATION PROCESS

A. Introduction

Each proposal will be reviewed and scored by an Evaluation Committee based on the criteria listed below to select qualified contractors. The Evaluation Committee will seek to identify those contractors that best conform to the needs defined in this RFQ and prove most advantageous to the State of Colorado, price and other factors considered. The relative value of competing responses will be compared. Based on final review and discussion of the proposals, along with information gathered through written and/or verbal interviews (if conducted), reference checks (will be checked). The Evaluation Committee will identify the contractors qualified to perform work for the DRR Program and recommend that the State enter into a Master Task Order Contract with these contractors.

Following review by the Evaluation Committee, successful contractors will be those determined to be able to meet the needs of the DRR Program, and thereby deemed most advantageous to the state, and able to successfully reach agreement as to final Master Task Order Contract terms and conditions. Contractors are urged to thoroughly read the provided MTOC (Exhibit A) and be willing to abide by the terms and conditions of this document. Information received from written and/or verbal interviews will be evaluated as defined in Section 24-103-203(6) CRS.

If the Evaluation Committee determines written and/or verbal interviews will assist them in making a final selection, DOLA will conduct them for the purpose of:

1. Allowing the contractor an opportunity to verbally present its proposal to the evaluation committee.

2. Allowing DOLA an opportunity to clarify information included in the SOQ, obtain additional information, or to resolve any uncertainties.

3. Resolving suspected mistakes by calling such perceived errors to attention.

Any contractor requested changes to the sample Master Task Order Contract terms that are consistent with the RFQ must be agreed to by the State. If agreed to, a revised Master Task Order Contract must be prepared and signed by all parties and the State Controller before any such right exists. Therefore, any contractor receiving an Award Notification letter shall not rely on that letter to make commitments to third parties and shall not take any actions(s) to prepare for, or start, the performance of the RFQ potential services until a Task Order and Purchase Order are in place.

E. Funding Availability

Financial obligations of the State of Colorado payable during or after the current fiscal year are contingent upon funds for that purpose being appropriated, budgeted, and otherwise made available.
