About this file
This is an Invitation for Bid (IFB 27-201711) issued by the State of Colorado for Region 4 Slab Jacking Projects. The project involves lifting four identified locations within the region that have significant dips requiring stabilization to ensure safety and comfort of the traveling public. The work will be performed using injected material (Expanding Structural Polymer) placed beneath concrete slabs to raise affected areas at four specific sites: Highway 52, Highway 66, Weld County Road 8, and Interstate 70. The publication date is September 2, 2026, with a deadline for written questions by 5 PM on September 9, 2026. Bid submissions are due by 2 PM on September 17, 2026, via BidNet Direct only. A virtual public bid opening will occur on Tuesday or Thursday at 3:30 PM immediately following the submission deadline. The Intent to Award is estimated for publication on September 22, 2026. The contract will begin October 21, 2026, and end June 30, 2027, with a total anticipated duration not exceeding one year; the State may extend the contract at its discretion.
The evaluation process follows a two-step methodology with Phase 1 Technical Proposal evaluated on a strict Pass/Fail basis and Phase 2 Pricing Proposal remaining unopened until Phase 1 evaluations are complete. Awards will be made to the lowest responsive and responsible bidder. Mandatory Phase 1 requirements include: five or more years of continuous business in concrete lifting and stabilization, at least two of three project references from DOT or public municipalities using ESP injection on bridge approaches or sleeper slabs, detailed work plans specifying drilling and injection parameters, precision lift monitoring methodology, project schedules with completion by June 1, 2027, manufacturer Technical Data Sheets for ESP products, and equipment inventory verification. Bid pricing must remain firm during the initial contract term and include all fees for delivery, shipping, and installation. Pricing must be submitted using only the Rate Table provided in Attachment A; alternative formats will result in rejection as non-responsive. The Point of Contact is David Pollitt, Purchasing Agent IV, at david.pollitt@state.co.us.

5. AWARD INFORMATION
A. Bid Evaluation and Award
i. Awards will be made to the lowest responsive and responsible bidder using a two-step evaluation process:
a. Step 1 (Phase 1 Technical Evaluation): The State will evaluate all Phase
1 Technical Proposals on a strict Pass/Fail basis to ensure compliance with the mandatory requirements and specifications of this solicitation.
b. Phase 1: Technical Evaluation Pass/Fail Criteria
To receive a "Pass" and proceed to the Phase 2 Pricing Evaluation, the
Offeror must meet all of the following objective criteria. Failure to meet any single criterion will result in a "Fail" and the rejection of the entire bid.
(a) Completeness of Submission:
(i) Requirement: The bidder must submit all mandatory Step 1 administrative and technical documentation in a distinct package, ensuring it is completely isolated from any cost, financial, or pricing data.
(ii) Pass Criteria: The submitted technical proposal contains all required elements: a fully executed and signed Cover Page, comprehensive company background information, and a detailed response to the Scope of Work. Additionally, the proposal contains no pricing information, unit rates, lump-sum values, or dollar figures of any kind. The presence of any pricing data within the Step 1 submission will result in an automatic "Fail," and the bid will be rejected.
(b) Years in Business:
(i) Requirement: The bidder must submit corporate documentation (e.g., state business registration, corporate profile) demonstrating their history in the specialized concrete stabilization industry.
(ii) Pass Criteria: The documentation must verify that the bidding entity has been actively and continuously engaged in the commercial or heavy highway concrete lifting and stabilization industry for a minimum of five (5) consecutive years.
(c) Minimum Project Experience:
(i) Requirement: The bidder must submit detailed project profiles and owner references for three (3) successfully completed projects of similar scope and complexity executed within the past five (5) years.
(ii) Pass Criteria: To pass, at least two (2) of the submitted projects must have been performed for a Department of
Transportation (DOT) or public municipality, and must have successfully utilized Expanding Structural Polymer (ESP) injection to lift and stabilize bridge approaches or sleeper slabs on high-speed or heavy-traffic corridors.
(d) Detailed Work Plan (Drilling & Injection)
(i) Requirement: The bidder must submit a detailed operational narrative outlining their execution strategy for the four (4) project tasks: Highway 52, Highway 66, Weld County Road 8, and Interstate 70.
(ii) Pass Criteria: The narrative must explicitly commit to and describe the precise drilling and injection parameters mandated in the SOW, including:
1. Drilling 5/8” holes approximately 2’ down to the base of the sleeper slab in a line on 4’ to 5’ centers.
2. Placing 1/2” injection tubes and injecting ESP at a depth of approximately 2’–3’ below the sleeper until re-leveled.
3. Drilling an aerial pattern of additional 5/8” injection holes on 4’ to 5’ centers to execute continuous void filling beneath the concrete approach and pavement.
(e) Precision Lift Monitoring
(i) Requirement: The bidder must provide a narrative detailing the tools and methodologies they will deploy to monitor the lifting process in real time to prevent over-lifting and ensure smooth pavement transitions.
(ii) Pass Criteria: The plan must explicitly state and confirm that the contractor will utilize string lines, a laser level, dial gauges, and/or a laser profile to continuously monitor lifting progress on-site.
(f) Schedule & Review Turnaround Compliance
(i) Requirement: The bidder must submit a preliminary project schedule demonstrating a logical progression across all four (4) required tasks, with a final completion date no later than June
1, 2027.
(ii) Pass Criteria: The schedule must explicitly account for and build in the mandated 5-business-day turnaround window for the State to review, provide feedback, or grant formal written approval on deliverables and project modifications, ensuring all work is finalized by June 1, 2027.
(g) Material Specification Compliance
(i) Requirement: The bidder must provide the official manufacturer Technical Data Sheets (TDS) for the chemical injection product intended for use on this project.
(ii) Pass Criteria: The TDS must verify that the product is an
Expanding Structural Polymer (ESP) engineered specifically for high load-bearing capacity, rapid curing, and hydro-insensitive void-filling applications. Standard cementitious grouts or residential mud-jacking compounds do not meet this standard and will result in a "Fail."
(h) Equipment Capacity
(i) Requirement: The bidder must submit an equipment inventory list detailing the machinery, rigs, and support tools dedicated to this contract.
(ii) Pass Criteria: The inventory must confirm the bidder owns or leases automated, mobile chemical injection rigs equipped with heated hoses, flow meters, and precise pressure gauges capable of safely and efficiently handling large-scale material installations (up to the 24,000 lbs required for the largest task).
ii. Discussions with bidders (Offerors) are permitted only if there has been a mistake in bids in accordance with Procurement Rule R-24-103-201-08.
iii. In the event an evaluation based on value analysis or other cost formulas will be used, this information must be included in this solicitation.
iv. A contract may not be awarded to an Offeror submitting a higher quality item than that designated in this solicitation unless such Offeror is also the lowest bidder as determined by value analysis or life cycle cost formulas as permitted in section 24-103-202, C.R.S., and Procurement Rule
R-24-103-202-02.
v. The provisions of Section 24-103-904, C.R.S., which require a preference for environmentally preferable products, apply to this solicitation. See Appendix
A for additional information.
vi. The award shall be made to the lowest responsible and responsive bidder
(Offeror) whose bid meets the requirements and criteria set forth in this solicitation.
B. Single Bid
If only one bid is received in response to a solicitation, an award may be made to the single bidder (Offeror) if the procurement official finds that the price submitted is fair and reasonable and that other prospective Offerors had reasonable opportunity to respond. Reference Procurement Rule R-
24-103-201-02(d).
C. Notice of Award
A Notice of Intent to Award will be published through BidNet Direct.
