Summary

This is a Request for Qualifications (RFQ) issued by the State of Colorado, specifically Colorado Northwestern Community College (CNCC), for architectural and engineering consulting services. CNCC seeks a qualified firm to evaluate Holland West, a 9,242-square-foot residential facility constructed in 1962, assess its existing conditions, and develop space utilization and renovation options aligned with institutional goals and available funding. The building, which houses athletics staff and specialty program faculty, was assessed in 2023 with identified deferred maintenance needs of approximately $4.7 million and a Facility Condition Index of 0.166, indicating significant building system and infrastructure renewal requirements including roof replacement, sanitary sewer line failures, foundation settlement, and aging mechanical and electrical systems. The mandatory pre-submittal conference and site tour is scheduled for Tuesday, September 8, 2026, at 1:00 PM MST at 500 Kennedy Drive, Rangely, Colorado. Qualifications submittals are due Tuesday, September 15, 2026, at 1:00 PM MST via BidNet Direct. The short list of firms will be announced Thursday, September 17, 2026, with oral interviews anticipated during the week of October 5, 2026, either in-person at the McLaughlin Building or virtually. Selection is anticipated for the week of October 12, 2026, with contract negotiation and design start also expected during that week.

The estimated project cost is $1,500,000 with a Design/Bid/Build project delivery approach. The selected consultant must comply with Buy Clean Colorado Act requirements regarding Environmental Product Declarations and maximum acceptable global warming potential limits for eligible materials. Minimum requirements include demonstrated design experience on at least two projects each exceeding $1,000,000 in hard costs, two years of operation under the same business name, no prior termination by the State for non-performance, attendance at the mandatory pre-submittal conference, and completion of the Acknowledgment and Attestation Form and CNCC Response Sheet. Colorado labor must comprise at least 80 percent of the work performed per C.R.S. 8-17-101. Preference is given to Colorado resident vendors and Colorado labor, and respondents are encouraged to partner with Service-Disabled Veteran Owned Small Businesses or historically disadvantaged businesses. The evaluation criteria include project team qualifications, firm and team capabilities, prior experience, project approach addressing budget methodology and quality control, equity and diversity initiatives, and work location proximity to the project site.

II. PROJECT OVERVIEW

Introduction

Colorado Northwestern Community College (hereinafter referred to as CNCC) was founded in 1962 as “Rangely College”. Today CNCC serves 1,700 students between its two campuses and online offerings. The main campus in Rangely sits atop a mesa overlooking the Rio Blanco river valley. It is home to top-notch programs in Dental Hygiene, Aviation Flight, Aviation Maintenance, and a National Park Ranger Academy.

One of our auxiliary dorms, Holland West, is a 9,242-square-foot residential facility constructed in 1962. It primarily houses our athletics staff and specialty program faculty. In 2023, the building was evaluated as part of a campus-wide Facility Condition Assessment (FCA) conducted by an independent architecture and engineering firm. The assessment identified approximately $4.7 million in deferred maintenance needs and assigned the facility a Facility Condition Index (FCI) of 0.166, indicating significant building system and infrastructure renewal requirements. Key deficiencies include roof replacement, sanitary sewer line failures, foundation settlement, aging mechanical and electrical systems, accessibility improvements, and extensive interior renovations.

The State of Colorado, CNCC, is soliciting bids from qualified Architect/Engineering firms to evaluate Holland West, assess existing conditions, and develop space utilization and renovation options that align with institutional goals and available funding.

Background

The State of Colorado, CNCC, is soliciting this Request for Qualifications (RFQ) is to select an architectural firm to evaluate Holland West, assess existing conditions, and develop space utilization and renovation options that align with institutional goals and available funding.

The selected consultant's analysis will establish a baseline for future decision-making and support recommendations to the Rio Blanco County District Board and the System Office regarding the building's long-term use and renovation strategy.

With the passing of HB21-1303, this project is required to comply with the Buy Clean

Colorado Act requirements and the selected firm will need to verify design is within the established maximum acceptable global warming potential (GWP) limits for categories of eligible materials.

CNCC anticipates using a Design / Bid /Build (DBB) approach to project delivery. The Architect/Engineer is expected to provide Basic Services as described in the sample

Architect/Engineer/Consultant Agreement and Terms and Conditions of the Contract unless otherwise noted.

The process to be used in the selection of the Architect/Engineer/Consultant is comprised of two steps.

In STEP I submittals will be screened and scored as described in detail in Section X.

STEP II is the Oral Interview as described in detail in Section XI. A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with the project will evaluate responses to this. Upon completion of the evaluation of the Submittals, a limited number of firms will be invited to the oral interviews.
