Request for Proposal (RFP)

Water Quality Control Division (WQCD) Clean Watershed Needs Survey (CWNS)

RFP# 2027000030

This solicitation contains instructions governing the proposal to be submitted and the material to be included therein, mandatory requirements, which must be met to be eligible for consideration; and other requirements to be met by each proposal.

I. BACKGROUND AND PURPOSE

A. Background The Water Quality Control Division (WQCD) monitors and reports on the quality of state waters to prevent water pollution, protect, restore and enhance the quality of surface and groundwater while ensuring that all drinking water systems provide safe drinking water. We inspect water systems, issue permits, ensure compliance, and take action against entities who violate state and federal regulations. We work in partnership with utilities, counties, and other agencies to oversee, improve, and maintain quality drinking, surface, and ground water.

This project will benefit the people of Colorado as the reporting of capital needs allows the EPA to evaluate needs for improvement of wastewater, stormwater, and non-point source facilities which assists the EPA in reporting needs to congress that may be used to determine allocation of funding and resources.

B. Purpose The purpose of this RFP is to solicit responses from qualified Offerors to survey the capital needs of wastewater, stormwater, and non-point source facilities in Colorado.

This generally includes but is not limited to collecting information regarding type, size, and cost of capital projects and reporting collected information to the EPA by entering data into the EPA portal for the Clean Watershed Needs Survey (CWNS).
