Sunlight Booster Pumping Station — Site Selection and Engineering Design Service

This bidding document pertains to a request for engineering design services issued by a Colorado water utility for the Sunlight Booster Pumping Station (BPS) project. The project aims to address capacity constraints in the Sunlight Subdivision and adjacent West Steamboat service areas by establishing a new independently pressurized zone capable of meeting current and projected water pressure and fire-flow demands. The scope of work requires site selection analysis and comprehensive engineering design services to develop a resilient pumping station that complies with applicable fire code standards and Insurance Services Office (ISO) criteria for fire suppression requirements. The project addresses the growing demand in the service area and the existing pressure and fire-flow capacity limitations that the current infrastructure cannot sustain.

The document establishes the framework for consultant selection and engagement to complete the site selection and preliminary design phases of the Sunlight Booster Pumping Station project. Specific details regarding pricing structures, contract terms, response deadlines, bidder conferences, site visit schedules, and funding sources should be referenced directly within the bid document for complete procurement timeline and financial requirements.

1. Introduction

The City of Steamboat Springs is soliciting proposals from qualified engineering firms to provide site selection and full design services for a new Sunlight Booster Pumping Station (BPS), a critical facility intended to maintain adequate pressure, fire flow capacity, and long-term reliability for the West Steamboat water distribution system. The BPS must be fully operational by October 31, 2029.

The selected firm will lead the project from preliminary planning through complete, stamped, bid-ready construction documents, including site evaluation, hydraulic and structural design, regulatory coordination, and bid-phase support.

Proposals must be submitted via electronic submission on BidNet (https://www.bidnetdirect.com /colorado/cityofsteamboatsprings) no later than September 23, 2026 at 5 PM MDT as specified on the solicitation notice. Time is local time in Steamboat Springs, Colorado. Late proposals will not be accepted. If you need assistance, please contact BidNet’s Vendor Support Department at 800-835-4603.

2. Project Background

The Sunlight Subdivision and adjacent West Steamboat service area are approaching the limits of existing pressure and fire-flow capacity as demand grows. A new BPS is required to establish a resilient, independently pressurized zone capable of meeting current and projected demands, including fire suppression requirements under the applicable fire code and Insurance Services Office (ISO) criteria.
