Summary of Solicitation 26-44
This is a Request for Proposal (RFP) issued by Arapahoe County, Colorado Finance Department Purchasing Division for structural assessment, repairs, and vehicular traffic coating services at the Arapahoe Plaza parking deck located at 1690 West Littleton Blvd. in Littleton, Colorado. The County seeks a qualified contractor to perform a comprehensive structural integrity assessment of the post-tensioned, cast-in-place concrete parking facility using non-destructive testing where necessary, deliver a signed and sealed report from a Licensed Professional Engineer, install a multi-stage vehicular traffic membrane coating system on the upper level with surface preparation and manufacturer warranty documentation, and provide a safety and traffic plan to minimize disruption to County operations. A mandatory pre-solicitation meeting and site walk-through is scheduled for Thursday, August 6, 2026, at 1:00 p.m. at the project location, with attendance required for contractor eligibility. Written questions must be submitted by Monday, August 10, 2026, at 2:00 p.m. through BidNetDirect.com/Colorado. Proposals are due Thursday, August 27, 2026, at 2:00 p.m., submitted as a single PDF file with the contractor's name as the first word in the filename. The contract will commence upon issuance of the Purchase Order or Notice of Award and remain in effect until all services have been delivered and accepted by the County's authorized representative, with warranty obligations extending one year after acceptance.
Pricing must be fixed and firm for the contract term, with detailed cost breakdowns provided for the structural assessment, traffic coating application, and unit pricing for potential concrete repairs. The County will not consider price increases due to failure to anticipate existing conditions or scope implied by construction drawings unless a clear change of scope is mutually agreed upon and requested prior to commencement of work. A 5% bid guaranty (Certified Check, Cashier's Check, or Bid Bond) and a Performance and Payment Bond equal to the full contract price are required. The County will withhold 5% retainage from each monthly pay application, released upon final project completion and fulfillment of all close-out requirements. Payment terms are net forty-five (45) days from invoice receipt or product acceptance, whichever is later. Evaluation criteria emphasize technical proficiency and past performance with post-tensioned concrete structures (30%), project methodology and implementation strategy (25%), and pricing and contractual compliance (45%). Contractors must demonstrate bonding capability, current licensing, and financial stability; provide 3-5 case studies from the past five years; and maintain an office in the Metro Denver area with a competent representative available during normal working hours.

Conditional bids will not be accepted.
21. Government Standards Compliance: All items to be specified for purchase in conjunction with this
Solicitation (specifically items specified for inclusion in construction projects) shall be in accordance. with all governmental standards to include, but not be limited to, those issued by the Office of Safety and Health Administration (OSHA), the National Institute of Occupational Safety Hazards (NIOSH), and the National Fire Protection Association (NFPA).
22. Budget: Budget will not be disclosed for projects contemplated under this solicitation.
I. BACKGROUND
Originally developed in 1984 as a commercial retail center, the Arapahoe Plaza campus has since been repurposed for municipal administrative use. The parking structure underwent a significant deviation from its original design, constructed as a post-tensioned, cast-in-place facility rather than the specified precast concrete.
Consequently, verified as-built structural documentation is unavailable. Previous maintenance efforts have included the installation of supplemental steel shoring, localized concrete patching, and recent expansion joint remediation.
II. SCOPE OF WORK AND DELIVERABLES
Arapahoe County seeks proposals for the application of a high-performance vehicular traffic coating on the parking deck's upper level, complemented by a comprehensive structural assessment to identify critical remedial requirements. This assessment will inform potential secondary scopes, such as localized demolition and concrete repairs. Pricing must encompass both the coating application and the assessment; subsequent repairs remain at the County's discretion, subject to budgetary approval and assessment findings.
The selected Contractor shall provide:
• Structural Assessment: A comprehensive evaluation (utilizing non-destructive testing where necessary) resulting in a signed and sealed report from a Licensed Professional Engineer.
• Traffic Coating: Installation of a multi-stage vehicular traffic membrane, including surface preparation and manufacturer warranty documentation.
• Safety & Traffic Plan: A strategy to minimize disruption to County operations and public access during the project.
• Detailed Pricing: A cost breakdown for the assessment and coating, plus unit pricing for potential concrete repairs (e.g., per square foot of patching).
