About this file
This document is a bid specification for a state purchasing request from the Montgomery Field office laboratory, seeking to replace a discontinued flow injection analyzer. The procurement involves one AQ400 Automated Multi-Chemistry Discrete Analyzer Package from SEAL Analytical, Inc., which is identified as the exclusive manufacturer and sole source provider in the United States. The equipment will be used for nutrient analysis of drinking water, surface water, and wastewater, specifically analyzing TKN, ammonia, nitrate/nitrite, and phosphate contaminants. The total procurement includes the analyzer ($44,920), a high-specification computer ($1,600), a three-day training and installation package ($3,900), and freight and handling ($1,000), with a total cost of $51,420.
The bid specifications detail extensive technical requirements for the discrete analyzer, including power specifications, physical dimensions, computer system requirements, and 24 specific technical capabilities. Key technical features include an optically pure flow-through stationary quartz cuvette, automated probe washing, compatibility with EPA regulatory methods, ability to run multiple chemical analyses, reagent tracking, automatic sample spiking, and comprehensive technical support. The vendor must provide a one-year warranty, installation, commissioning, on-site training, and access to advanced training opportunities. The procurement is structured as a sole-source acquisition, with SEAL Analytical being the only authorized provider of this specific technology in the United States.

1. Uses an optically pure flow-through stationary 10mm (1cm) quartz cuvette that will not need to be replaced over the lifetime of the instrument and ensures each sample is read in the same position to maximize reproducibility.
2. Discrete analyzer available with a probe wash assembly that sits at the end of the sample probe which allows the probe wash to engage before any movement to prevent carryover or cross-contamination.
3. Uses high levels of automation, a wide range of chemistries, limits of detection that ensure compliance with EPA regulatory requirements, and integration with LIMS database.
4. Has the ability to run Nitrate + Nitrite drinking water samples by in-line cadmium reduction equivalent to EPA 353.2 using a cadmium coil that can be automatically regenerated.
5. Uses cadmium reduction where all hazardous waste is contained in solid form in the cadmium coil for easier, safer disposal, rather than liquid form in other reduction methods.
6. Capable of running all four approved EPA methods for Nitrate + Nitrite such as cadmium reduction, hydrazine, vanadium, or enzymatic reduction pathway.
7. System can hold 26 different reagents at one time; 20 reagent positions are able to be chilled at the same time using on board reagent cooling technology as 6 reagents remain at room temperature.
8. Analyzer tray can hold 80 or 120 samples, depending on the size of the sample cup used; comes with two analyzer trays.
9. Uses just 20 - 400 μL of reagent per test, lowering reagent costs and consumption as well as potential hazardous waste.
10. The volume of each reagent is measured and monitored on the system ensuring sufficient volumes for the tests before the run starts.
11. Can track reagent expiration dates in the software to remind analysts when it’s time to remake a solution.
12. System can spike samples automatically.
13. Utilizes a 1000 uL syringe that allows for a wide range of dilutions.
14. System can prepare calibration curves and automatically dilute over-range samples while bracketing samples with QC and other desired controls.
15. Capable of complete automated start-up and shut-down.
16. System able to completely rinse itself out before and after every scheduled run; Samples can run over-night if desired.
17. System automatically turns off the lamp at the end of each run for extended lamp life.
18. Analyzer can also be used as a standalone spectrophotometer.
19. Vendor must be able to supply dedicated technical support to ensure minimum downtime during normal operating hours at no additional charge.
20. Vendor must maintain a dedicated Technical Support telephone line, answered by a qualified Technical Support specialist and permanently manned during normal operating hours.
21. Vendor must maintain a dedicated Technical Support email address, which is monitored at least once per hour during normal operating hours by their own employees and not contracted out labor.
22. Vendor must provide installation and commissioning and at least three-days of on-site training.
23. The system must have at least a one-year warranty on parts and labor beginning on the date of installation.
24. Vendor must provide the opportunity for advanced training, such as regional workshops and webinars, at no additional charge.
