Project No. 526-14-109
Bid Set May 2021
01 00 00 -2
1.3 STATEMENT OF BID ITEM(S)
GENERAL PROJECT NARRATIVE
THIS PROJECT SHALL DESIGN THE REPLACEMENT OF THE EXISTING PUBLIC ADDRESS
SYSTEM AT THE JAMES J. PETERS VA MEDICAL CENTER. SPECIFICALLY, BUILDINGS 16,
100, 101, 105, 106 AND 107 SHALL BE OUTFITTED WITH A NEW PA SYSTEM. THE
SYSTEM WILL BE IN COMPLIANCE WITH ALL APPLICABLE CODES, VA DESIGN MANUALS,
AND THE SCOPE OF WORK. DESIGN TEAM AND CONTRACTOR SHALL WORK CLOSELY WITH A
MANUFACTURER TO ENSURE THE SELECTED SYSTEM SHALL BE INTEGRATED SEAMLESSLY
WITH THE EXISTING BUILDINGS.
CONSTRUCTION PHASING
IT IS ANTICIPATED THAT WORK WILL BE COMPLETED FLOOR BY FLOOR, ONE BUILDING AT
A TIME. AS AN INITIAL PHASING PLAN, IT IS RECOMMENDED TO START WITH BUILDING
100, THEN 16, 101, 105, 106, AND FINALLY 107. STARTING IN BUILDING 100 IS
PREFERRED SINCE THAT IS WHERE THE PRIMARY TELEPHONE AND SERVER ROOM WILL BE
LOCATED (AND THIS WILL DRIVE THE SYSTEM).
WORK WILL NEED TO BE COORDINATED WITH THE FACILITY IN ORDER TO MINIMIZE ANY
PATIENT DISRUPTION. THIS MIGHT CAUSE A CHANGE IN THE PHASING PLAN DURING
CONSTRUCTION (AND WILL NEED TO BE COORDINATED WITH THE CONTRACTOR).
FURTHERMORE, CERTAIN AREAS OF THE HOSPITAL WILL REQUIRE THE CONTRACTOR TO
EITHER MINIMIZE DUST (DINING AREAS) OR INFECTION RISK (OR AREAS) BY SCRUBBING
UP.
AS A PLAN TO MINIMIZE DUST, THE CONTRACTORS SHALL UTILIZE MOBILE CONTAINMENT
CARTS IN ORDER TO PREVENT SPREAD OF DUST DURING CONSTRUCTION.
IT IS PREFERRED THAT INSTALLATION OF NEW SYSTEMS IS COMPLETED DURING NORMAL
WORKING HOURS. WHEN OR WHERE (ANY SENSITIVE AREAS) THIS IS NOT POSSIBLE; THE
CONTRACTOR WILL NEED TO COORDINATE WITH THE VA TO PERFORM THIS WORK AFTER
HOURS. THIS WILL ALSO BE COMPLETED AT NO EXTRA COST TO THE GOVERNMENT.
ARCHITECTURAL
THE ARCHITECTURAL ASPECT OF THE PROJECT WILL BE LIMITED TO REPLACING CEILING
TILES (TO MATCH EXISTING) WHICH ARE DAMAGED DURING THE REPLACEMENT OF THE
PUBLIC ADDRESS SYSTEM. ADDITIONALLY, THE EQUIPMENT SHALL MATCH SURROUNDING
WALL AND CEILING HUNG EQUIPMENT.
IMPACT ANALYSIS
THE INSTALLATION OF THE NEW SYSTEM WILL INCREASE THE REACH OF THE PUBLIC
ADDRESS SYSTEM. CURRENTLY, A LARGE AREA OF THE CAMPUS IS NOT BEING SERVED BY
A DEDICATED PA SYSTEM. THIS CAUSES THE STAFF TO HAVE TO USE OTHER, LESS
DESIRABLE MEANS OF COMMUNICATIONS. THE NEW DESIGN WILL FIX THIS AND WILL
PROVIDE AN OVERALL IMPROVEMENT TO THE SYSTEM IN SEVERAL WAYS WHICH WILL
INCREASE SAFETY AND SECURITY BY WAYS INCLUDING:
 IMPROVED FUNCTIONALITY
 FASTER EQUIPMENT
 CLEARER SPEAKERS
Project No. 526-14-109
Bid Set May 2021
01 00 00 -3
 UPDATED LAYOUT
 BETTER ZONING
APPLICABLE CODES
AT A MINIMUM, THE FOLLOWING CODES WILL BE APPLICABLE TO THIS PROJECT:
NFPA 70 NATIONAL ELECTRIC CODE
NFPA 72 NATIONAL FIRE ALARM AND SIGNALING CODE
NFPA 99 HEALTH CARE FACILITIES CODE
NFPA 101 LIFE SAFETY CODE
ASHRAE 90.1-2019
DEPARTMENT OF VETERANS AFFAIRS DESIGN GUIDE (PG-18-12)
RECOMMENDATIONS/SOLUTIONS:
THE NEW SYSTEM WILL BE A BOGEN COMMUNICATIONS C4000 IP-BASED PAGING AND AUDIO
DISTRIBUTION SYSTEM. THE SYSTEM WILL MEET FACILITY REQUIREMENTS AS WELL AS VA
CODES AND DESIGN MANUAL. THE SYSTEM WILL BE FULLY FUNCTIONAL AND INCLUDE ALL
REQUIREMENTS SET OUT IN THE SCOPE OF WORK (ABOVE). IT SHOULD BE NOTED ALSO
THAT BOGEN IS RECOMMENDED DUE TO CURRENT VA STAFF FAMILIARITY WITH THEIR
SYSTEM.
